SUMMARY OF DUTIES:

This position is responsible for providing leadership in the planning, development, coordination, monitoring and oversight of administrative, business, and financial processes and initiatives for multiple functional areas of the Metrolink commuter contract. The incumbent is the key liaison between theAVP Transportation Southwest, Superintendent Commuter Operations, and the Operations staff, other field leaders and Corporate departments on organizational, administrative, business initiative and financial issues. Also interfaces with both internal and external departments and organizations relating to financial matters within the business line.

 

The Budgeting and Planning Manager will be responsible for demonstrating Amtrak's values and leadership philosophy while providing customers with excellent service and meeting performance targets that are driven by and aligned with the Strategic Plan goals in the following areas:

FOUNDATIONAL ACCOUNTABILTY:

Effectively contributes to a safe and secure work environment for employees and travel experience for customers. Demonstrates necessary leadership to support a zero incident and injury culture within the Operations organization and Amtrak. Measures include:

  • Organizational Culture Diagnostic instrument for Department
  • Safety leading measures (e.g., contact rate, participation rate, coached observations rate)
  • Safety lagging measures (e.g., FRA reportable Injury rate, passenger injury rate, operating safety measures)
  • Security metric for employees and customers


ESSENTIAL FUNCTIONS:

  • Lead all business and financial activities with Metrolink commuter contract staff.
  • Manage and communicate financial results related to implementing and controlllng the Metrolink commuter contract operating budget, including oversight and control of expenditures that impact the contract, as well as forecasting, analyzing, reporting and tracking of all related expense and labor accounts.
  • Manage financial and staffing activities related to the budget. Responsible for developing and monitoring the Metrolink commuter contract multi-year financial and operating plans. Conduct regular workforce analysis in order to document, reconcile and plan staffing levels to meet business initiatives.
  • Responsible for all financial functions, headcount, crew lodging, for the Metrolink commuter contract
  • Build and maintain relationships, maintain communication, and guide and support members of the Metrollnk commuter contract in achieving plan goals within budget constraints.
  • Represent the Superintendent Commuter Operations at executive-level meetings.

 

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Accounting, Finance, Business Administration, Economics, or the equivalent combination of education, training and/or experience.
  • Extensive experience with Microsoft office (i.e. Excel, PowerPoint, Word) sufficient to prepare effective business analysis and presentations.
  • Demonstrated experience communicating orally and in writing within and outside the organization.
  • Skill in evaluating complex financial Information and systems to ensure accuracy and efficiency of fiscal management and reporting procedures.
  • Skill in conveying complex financial and administrative statements and reports, in writing and orally, to Internal and external employees and internal and external auditing authorities,
  • Skill in developing policies, procedures, operations, and instructions for the effective and efficient delivery of financial management services.

 

PREFERRED QUALIFICATIONS:

  • Transportation industry experience.
  • Experience in using Amtrak's business, operations and financial systems (i.e. etrax, SAP, SAP BPC) to capture data related to the operations, plans and budget of the organization.
  • Knowledge of train operations, staffing practices, infrastructure and equipment maintenance practices as they relate to budgeting activities.
  • Significant experience in working with employees at all levels of the Department and within other related corporation functions to ensure effective and efficient information and work flow.
  • Frequently operates a computer, reports, reads written materials and a computer screen


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent written and oral communication skills.
