This position is responsible for planning, directing and managing field control of all phases of Engineering Track & Structures construction interfacing with existing equipment for reimbursable, minor capital and general capital that support the Amtrak business plan in the Central Division.


• Directs the planning, initiation, start-up, construction, inspection and closeout of work utilizing project management, technical supervision, planning and organizing and scheduling, as well as experience in budget development and control, estimating and financial control system.
• Provides site-specific technical expertise to ensure that all work performed meets Amtrak and industry guidelines.  
• Coordinates the efficient use of labor, material, equipment, track usage and other resources.
• Resolves special Engineering issues, safety issues, work procedures, policies and resource requirements as required across multiple departments.
• Represents the Engineering Department during meetings/negotiations with other Amtrak departments, other railroads, commuter agencies, contractors and other agencies.
• Maintains and monitors all correspondence logs including general correspondence with the contractors, designers, internal Amtrak personnel, regulatory agencies and private interest groups.
• Working knowledge and experience with FRA and PUC and their associated standards.
• Proven ability to increase Productivity and Safety in the workplace.


• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 
• 6 years of relevant experience required
• Demonstrated ability to conduct effective meetings with outside Agencies, Internal and External customers and Local municipalities.
• Demonstrated ability to work under tight time constraints, pressure and multiple priorities.
• Prior satisfactory job performance
• Proficient in using Microsoft Office Products (Word, Excel, Power Point, Outlook and Access) to develop presentations, reports and business analysis.
• Demonstrated experience and thorough knowledge of train operations, railroad maintenance and construction methods.
• Must have developed Business Acumen
• Demonstrated skill using PC-based work processing, spreadsheet and presentation software (e.g., Word, Excel, and PowerPoint) sufficient to prepare effective business analysis and presentations.
• Demonstrated experience communicating with internal and external customers, employees, and contractors everyday by telephone, e-mail, and in person.
• Proven ability in the exercising of considerable judgment and initiative.
• Experience in Planning/Scheduling, Administration and Contracts Management and Project Management.
• Experience in using Amtrak business systems such as ETRAX, FIS, AAMPS, SAP in capturing data related to the operations, plans and budgets of an organization.
• Experience in being highly accurate in performing their job. This is very important because they maintain the schedule, scope and budget for projects. Errors may have serious financial and safety consequences.
• Experience with the finance system, invoice processing, non-cash cost invoicing, draft invoice process with customers etc.


• Masters Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
• Plus 8+ years of relevant experience preferred 
• Experience as a Manger/Supervisor of construction and/or maintenance of projects and/or programs.


Must have excellent written and oral communication skills.
