SUMMARY:
The Senior Manager, Financial Planning & Analysis is responsible for the financial and cost allocation calculations and support associated with the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) that determines the commuter operator access fees on Amtrak’s Northeast Corridor.  Responsibilities include the preparation and maintenance of the Amtrak cost database, extensive interaction with the NEC Commission staff and commuter and state partners and robust data analyses to ensure compliance with cost methodologies outlined in the PRIIA 212 cost allocation policy.  The position also leads and manages the preparation, compilation and maintenance of an operating statistics database, the preparation of various financial analyses that support multiple pricing projects including responses to RFP requests for new and existing commuter services, and SAP financial analyses.  This position directly manages and directs 1 Senior Financial Analyst in the performance of cost allocation calculations and various financial analyses. 


ESSENTIAL FUNCTIONS:

  • Lead and manage the development of cost allocation methodologies and provide all relevant financial information associated with the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) including the update of the PRIIA 212 allocation policy and provide the on-going maintenance and production of PRIIA related cost data.  
  • Prepare and maintain the Amtrak cost database and perform review and analyses of PRIIA 212 cost allocation data model output and review of state and commuter agency data input for accuracy and reasonableness.  Prepare all necessary data and supporting schedules in response to audit inquiries associated with Amtrak cost and operational data subject to cost allocation.
  • Act as Amtrak’s liaison with NEC Commission staff and state and commuter agency representatives to ensure cost model input/output data and cost allocation methodologies are consistent with the PRIIA 212 cost allocation policy.
  • Generate and compile all supporting schedules required to calculate the Amtrak and commuter operator access fees on Amtrak’s Northeast Corridor (NEC).  This includes the assignment of costs to the applicable geographic operating segment, calculation and analyses of dispatching and police costs and analyses of specific project definitions, scopes and non-recurring project activities to determine applicability for cost sharing.  
  • Lead and manage the preparation and compilation of an operating statistics database which includes such statistics as train frequencies, train miles, unit miles and gross ton miles.  The operating statistics are a key factor in the allocation of costs and the assignment of access fees to the users of the NEC.    
  • Preparation of various financial analyses that support the Director, Audit & Financial Control in multiple pricing projects including indirect cost recovery and the realization of new business including new commuter operating contracts, other business and insourcing opportunities.  
  • Calculation and preparation of the financial sections of all Requests for Proposals (RFPs) related to new and continued operating and maintenance contracts with State DOTs and commuter agencies.  This includes ensuring that all of the required cost provisions of the RFP are included in Amtrak’s response as well as ensuring that all appropriate additives and management fees are included in the total price.

  • Other accounting/finance related analyses and pricing as required.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in relevant business field such as Accounting, Finance, Business Administration.
  • Must have a minimum of 9 years of demonstrated professional experience in accounting/financial analysis/audit functions. 11 years of relevant experience preferred.  Prefer experience in the transportation industry.
  • Excellent written and verbal communication skills
  • Proven ability to effectively interface with individuals at various levels within and outside of the organization to exchange information, work cooperatively, facilitate understanding and persuade and influence others.
  • Experience effectively communicating financial concepts to financial and non-financial audiences.
  • Strong, demonstrated skill and experience in spreadsheet data modeling and high proficiency with Microsoft Excel, Word, PowerPoint and Access.
  • Experience demonstrating skill in the classification and proper accounting for complex business transactions.
  • Strong aptitude and proficiency in compiling, analyzing, interpreting and reporting large amounts of quantitative data for business use and action. 
  • Experience with SAP software

 

PREFERRED QUALIFICATIONS:

  • Experience in the transportation industry
  • CPA, MBA or other professional certification preferred
