SUMMARY OF DUTIES:
The Lead Environmental Specialist leads and directs environmental
compliance activities, sustainability efforts and remediation and
compliance-related projects in a specific territory in support of
Amtrak’s Environmental Policy and Sustainability Policy.  
Responsibilities include oversight of environmental compliance,
participation in audit program, managing projects, and championing
sustainability work such as recycling and energy initiatives.     


ESSENTIAL FUNCTIONS:
•    Provide regulatory and technical guidance and direction to
Amtrak Operations management (including business line, mechanical and
engineering managers) and field environmental personnel to maintain
compliance with federal, state and local environmental laws and
regulations at Amtrak facilities, including maintenance facilities, rail
yards, stations, offices and other facilities within a multi-state
territory.
•    Take the lead in obtaining facility environmental permits,
writing/reviewing required plans, and implementing Amtrak’s
Environmental and Sustainability Management System (ESMS) to achieve
compliance and achieve corporate ESMS goals and commitments.  
Create/maintain Compliance Calendar and Facility Environmental Manual
for all sites in territory, as required.  Participate in all
environmental audit activities pertaining to sites within territory. 
•    Advise Amtrak Operations management and field environmental
personnel on site-specific procedures and comprehensive environmental
training programs, and support their implementation.  Stay current on
applicable environmental laws and regulations and advise on regulatory
matters within territory.
•    Initiate and manage capital and operating projects at sites
within territory.  Responsible for developing spend forecasts, budgets
and schedules, hiring and managing contractors and designers, managing
spending and schedule, and tracking projects to completion.  Projects
managed may include remediation, pollution prevention and related
construction projects, such as waste water treatment or sewer
construction, ranging in size from under $5K to greater than $1M, over
time periods from one week to multiple years.   
•    Evaluate a variety of projects (including real state
acquisitions and sales and construction projects) and activities
initiated by Amtrak departments and external entities for liability
assessment and potential environmental or sustainability impacts, and
provide technical and regulatory guidance during implementation.  
•    Provide information and project support for corporate
environmental and sustainability initiatives, such as annual greenhouse
gas inventory, annual sustainability reporting, public events and
communications, and corporate and regional initiatives such as
recycling, energy efficiency projects and emissions reduction.  
•    Work with and coordinate among various stakeholders including
other Amtrak departments, other railroads, state partners, regulatory
agencies, community groups and other organizations on environmental
issues, projects, meetings and events.
•    Perform other related duties as required.


WORK EXPERIENCE:
•    Excellent interpersonal and leadership skills.  
•    Management of all phases of projects.
•    Knowledge of complex environmental regulations, policies and
programs.  
•    Excellent administrative and organization skills.
•    Project management experience and knowledge of environmental
remediation technologies.
•    Experience in developing and delivering training programs.  
•    Experience in coordination of complex assignments with multiple
departments. 
•    Experience in negotiation and serving as primary contact for
regulators.
•    Self-motivated and able to work independently.  


PREFERRED WORK EXPERIENCE:
•    Experience developing or implementing sustainability programs or
initiatives.
•    Experience working with Environmental Management Systems, or
similar systems.


PREFERRED EDUCATION:
•    P.E. or other professional environmental or engineering
certification.  
•    Advance degree in environmental science, engineering, business
or sustainability. 
•    Project management training and certification.


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communications skills.
