Manages the delivery of all facets of police services within the respective area of responsibility. 



  • Develops, implements and monitors goals based on the department’s vision of providing quality Customer Oriented Police (COP) services for the corporation.  
  • Coordinates and leads the customer service efforts of his/her area of responsibility.  Identifies, actively pursues, and maintains partnerships with internal and external parties in order to problem solve, enhance services, exchange information, etc.   
  • Oversees delivery of services on a routine basis to ensure customer satisfaction by actively interacting with customers, identifying problems and maintaining successful relationships.  Supervises subordinates to ensure high levels of performance. 
  • Investigates and/or manages investigations into the conduct of Department employees that threaten the integrity of the Department. 
  • Ensures the proper preparation of investigative reports with findings, conclusions, and recommendations for the disposition of the allegations. 
  • Ensures the proper preparation and presentation of investigations at administrative hearings and courts of law.
  • Manages the day to day functions and operations of the Patrol Division in the enforcement of laws, the prevention of crime and protection of the corporation’s employees, passengers and physical assets.
  • Manages the performance of uniformed police operations in stations, on board trains, along rights-of-way, at yards and maintenance facilities in the area of responsibility and the conduct of criminal investigations and task force operations in coordination with local, state and federal agencies.
  • Assists coordinating responses to civil actions against Department employees. 
  • Manages the effective goal attainments of projects/programs. 
  • Performs other law enforcement related duties and functions as assigned.
  • Education, training, and experience equivalent to:
  • Five years of progressively responsible professional experience within a criminal justice agency, three years of which were as a manager.
  • Must possess a current BASIC California P.O.S.T. certificate; must have a minimum of 1 year of California law enforcement experience.
  • Baccalaureate degree from an accredited college or university with coursework in criminal justice, police science, public or business administration, business or information technology, and/or other related field, or equivalent work related experience.
  • Must be a commissioned police officer or able to obtain a railroad police commission in the state of residence or state of employment. 
  • Skill in leading briefings and meetings and making presentations to individuals and groups, in facilitating an open exchange of ideas, and in composing complex reports and other written materials that synthesize the work of others.
  • Skill in creating an achievement/customer service-oriented work environment with the expectation of excellence, building rapport and teamwork, managing change, looking to the future, upholding and modeling ethical conduct, and handling stress and other uncontrollable events.
  • Skill in setting goals, planning, organizing, staffing,  coordinating, controlling, delegating, and driving results for an operational patrol function through subordinate supervisors and other members of the organization.
  • Problem Solving:  Skill in making sound, timely decisions in routine and complex policing and administrative situations under emergency and non-emergency conditions.
  • Professional Knowledge:  Skill in applying one’s knowledge of patrol standards and programs/operations, mutual aid agreements, law and case law, police supervision and administration, and budgeting, in managing a regional railway patrol function.


  • Experience in supervising and/or managing patrol and/or investigation functions.
  • Experience in developing and/or implementing successful crime reduction and community policing initiatives.
  • Experience in building collaborative partnerships with policing stakeholders.



Must have excellent written and oral communication skills.

Salary: $92,300 to $156,950
