SUMMARY:
Direct and lead C&S Engineering staff in and lead coordination with Mechanical, IT, Transportation, contractors and vendors, and all other Amtrak departments in the implementation and operation of PTC systems for both Amtrak operated infrastructure and hosted territory.  Ensure all regulatory documentation is developed, maintained and filed with FRA.  Responsible for development and oversight of operational support, standards development, configuration management and modification to Amtrak’s Positive Train Control systems.  Lead C&S Engineering staff to provide design engineering for projects and studies required to support safe and regulatory compliant operation of PTC systems, generation and review hardware and software design and commissioning plans for train control systems, development of train control design standard procedures and practices, and creation and review contract documents.  This position will participate in design, construction and commissioning planning and review meetings.  This position is responsible to maintain configuration control of train control hardware and software designs.  This position provides technical expertise to other departments and makes engineering decisions for the C&S Department and their staff upon request.

 

ESSENTIAL FUNCTIONS:

  • Serve as a member of the Engineering Department’s Systems Stakeholder/Steering Committees responsible to define the department’s management information and decision support system goals and objectives.
  • Coordinate design requirements and standards for PTC systems between all C&S Engineering departments, Mechanical, IT, vendors and consultants, and outside agencies to support operations and modification to Amtrak’s PTC systems.
  • Ensure engineering support is provided to division and production C&S forces, Mechanical and other Amtrak departments in addressing technical issues and implementation of modifications to Amtrak’s PTC systems.
  • Leads support for signal installation work to ensure that new systems are properly tested before being placed into service, ensures development and review of test plans and procedures to commission PTC systems, attends field cutovers, and ensure any field changes are documented in as-in-service documentation.
  • Ensures PTC design files, databases, software, etc. are current and properly maintained.
  • Interfaces with FRA on issues related to design, testing and operation of Amtrak’s PTC systems.  Ensures the development, maintenance and filing of all FRA documentation.
  • Tracks PTC related failures and delays and implements programs to take corrective action to reduce or minimize delays.  
  • Ensures standard designs, specifications and practices for Amtrak’s PTC systems are developed and maintained.
  • Assist in the development of the C&S department’s annual capital and maintenance programs.
  • Supports the testing and evaluation of new products and equipment to be used in the signal system to ensure that they meet the operational, safety and reliability requirements. 
  • Responsible to ensure all PTC assets are inventoried in Amtrak’s asset management program, provides requirements for evaluation of train control asset condition and ensures that asset failure data is properly recorded.
  • Supports development of signal maintenance practices, procedures and inspections through maintenance of AMT-23, AMT-27 and other C&S manuals.
  • Maintain industry contacts and membership in industry associations to determine industry best practices and their application at Amtrak. 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Electrical Engineering with eleven years relevant experience or fifteen years equivalent combination of education, training and experience.
  • Demonstrate experience in train control design, technical supervision, technical design, design software, project management, railroad maintenance and construction methods and planning / scheduling.
  • Experience with ACSES, I-ETMS and/or ITCS design and operations
  • Must be capable of developing solutions to individual train control design problems, providing direction to train control design staff, and reviewing staff and consultant developed train control designs.
  • Knowledge of work rules and safety standards including Amtrak’s AMT-23 and 27, FRA Rules and Regulations Governing Railroad Signal and Train Control Systems, Roadway Worker Protection, and NORAC/General Code Operating Rules.  If individual has not qualified under these, then he/she must have the ability to do so within one year.
  • Knowledge of software system design concepts and processes.
  • Knowledge of railroad circuit design as applied in signal systems and C&S equipment (microprocessors, relay, batteries, etc.)
  • Knowledge of mathematics and Boolean algebra as it applies to train control processor or relay logic.
  • Knowledge of Amtrak’s interlocking layouts and physical characteristics.
  • Knowledge of FRA standards, rules, and regulations.
  • Prior satisfactory job performance is required.
  • Must be able to represent Amtrak at industry (AREMA, FRA, TTCI, APTA) meetings and committees
  • Ability to understand design trade-offs and budgetary implications
  • Must be able to quickly understand differences between freight and passenger standards
  • Skills in advanced leadership and management; effective writing and presentations; conducting meetings and interviews; interpersonal communications; time management; conflict resolution and conducting formal investigations
  • Skill in project management
  • Ability to communicate with field personnel to ensure accuracy of signal system designs on file.

PREFERRED QUALIFICATIONS:

  • Master’s degree in electrical engineering with thirteen years relevant experience or seventeen years equivalent combination of education, training and experience.
  • Extensive experience with ACSES, I-ETMS and/or ITCS design and operations
  • Extensive experience in writing and checking railroad train control software programs.
  • Extensive knowledge of train control communication and office systems.
  • Qualified on NORAC, AMT-2 and RWP
