Job Summary:
Has the overall responsibility and oversight for ensuring the Engineering Department’s agreement manpower resources are allocated to maximize efficiency in all construction, inspection, and maintenance activities within Amtrak-owned and/or maintained right-of-way including Track, Bridges, Buildings, Signals and Communications, Electric Traction and equipment to provide best in class safe and reliable operation. 
Position will enable Engineering Department to strategically meet current and future workforce needs to minimize unnecessary disruptions in maintaining a “steady-state workforce.”  Direct Workforce Management activities including Union Bulletin and Assignment functions, and the agreement investigative and discipline process. Has the overall responsibility and oversight for all aspects of productivity enhancements, maintenance, and continued development and improvement of the Engineering Personnel System (EPS).  Co-development and coordination of craft employee training ensuring compliance with Collective Bargaining Agreements.
Responsibility to promote and execute on processes and systems that deliver continuous improvement for Safety, Productivity, Financials and Customer Service.

 

Essential Functions: 
• Works directly with Assistant Vice Presidents of Engineering, Deputy Chief Engineers and Division Engineers to drive programs and processes and achieve the expected goals in the areas of safety, overtime, absenteeism, utilization of manpower, and equipment to realize marked safety improvement and production optimization.• Works directly with PMO and discipline DCE’s to ensure productive and flexible use of labor to ensure positive outcomes for capital and SOGR projects. Directs Engineering’s workforce analytical team ensuring enough workforce forecasting to meet departmental needs, stabilization, and facilitate a “steady-state workforce.” 
• Oversees the development and management activities of the Bulletin and Assignment function including development and implementation of concepts and methods required to ensure a uniform program of quality control and quality assurance for union bulletin and assignment and activities and roster functions for the Engineering Department.
• Directs the national employee discipline process for the Engineering Department, including the technical aspects for formal investigation of employee accidents, injuries, safety violations, vehicle and equipment incidents, performance deficiencies and other disciplinary matters.
• Acts as the key liaison with Human Resources Talent Acquisition, and Labor Relations sub-department heads throughout the system, as well as interdepartmental and external clients regarding Engineering’s agreement workforce activities and labor clearance evaluations.
• Oversees Regulatory and Company Mandated Testing while overseeing the administration of drug and alcohol field testing in accordance with all Federal laws, regulations and Amtrak Policy. This includes but is not limited to random testing of Maintenance of Way employees, hours of service employees, Department of Transportation Testing and follow up. 
• Works with Safety and Operating Practices to ensure Engineering compliance with
all FRA reporting.  This includes but is not limited to 1872 requirements including but not limited to Operating Rule Violation Tests, 50/40 Core Tests, D&A Observations, Foreman/Operator Observations, 101/102 Test Observations and all other Engineering 1872 Tests.

 

Minimum Qualifications:

• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

 
Minimum Knowledge, Skills, and Abilities:
• Extensive understanding of business operations and the impact departmental actions have on the corporation. 
• Extensive understanding in data analytics with ability to analyze, interpret, summarize, communicate, and act on quantitative and qualitative datasets.
• Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
• Demonstrated experience in project management, planning and scheduling.
• Demonstrated experience in leadership and management with the ability to motivate others; effective writing and presentation skills; conduct meetings and interviews; interpersonal communications; time management, conflict resolution and conducting formal investigations.
• Demonstrated experience in managing budgets
• Demonstrated skills using Microsoft Office
• Demonstrated experience with Maximo, SAP, EPS and EERS


Preferred Experience, Education or Qualifications:
• Extensive experience in the railroad industry.
• Extensive experience in project management, administration, planning and scheduling.
• Extensive experience in using Amtrak’s business, operations and financial systems.
• Prior labor experience preferably with Railway Labor Act.
• Demonstrated written and verbal communication skills.

 

Work Environment:
• Constantly or frequently uses a computer keyboard and monitor to perform a variety of tasks, e.g., responding to labor, workforce stabilization, documenting labor decisions.
• Occasionally performs tasks that require standing and/or walking for extended periods of time.
 

Mental Demands:
• Constantly communicates, comprehends and responds to verbal statements and instructions, both orally and in writing.
• Frequently learns new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness in position.
• Frequently resolves problems, with conflicting priorities, in cognitively demanding situations.

 

Working Conditions:
• Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
• Constantly works in a fast-paced environment with frequently changing priorities.
• Office setting and field work.
• Extensive use of computers.
• Travel 25%.
