The Director Voluntary Safety Reporting Programs will develop, direct and support the implementation of Amtrak Voluntary Safety Reporting Programs in support of Amtrak’s Safety Management System (SMS).  This position provides technical safety-related oversight, guidance and support to employees, departments, and contractor stakeholders to facilitate voluntary reporting of safety concerns to develop corrective and preventive actions to reduce workplace risk.  The position serves as a subject matter expert in the administration of a Just Culture in the railroad environment.  



  • Uses knowledge and skill applying analytical and evaluative methods and techniques to issues related to safety events in the railroad operating environment. Oversees and supports voluntary safety reporting programs including but not limited to: Confidential Close Call Reporting (C3RS) programs and Engineering Department Voluntary Safety Reporting programs. 
  • Oversees Peer Review Teams (PRTs) and Event Review Committees (ERCs) to classify events by applying experience and comprehensive knowledge of voluntary safety reporting systems to analyze and evaluate incidents involving Amtrak operations, systems and procedures. Applies experience analyzing and evaluating incidents and events to identify causal factor relationships found in the data.
  • Applies knowledge of organizational change, safety culture, systems safety, safety management system (SMS) concepts and practices to develop and propose innovative approaches to solve complex problems related to railroad operations. 
  • Applies skill and experience adapting analytical techniques to recommend improvements in the execution of critical safety processes and programs 
  • Performs qualitative and quantitative risk assessments and utilizes safety assessments, accident/injury trend analyses, safety performance data and input from other groups to identify potential safety deficiencies and corrective actions.  
  • Partners with operations and labor staff in accident/injury and near miss investigations, risk reduction initiatives and hazard elimination analyses. Participates as needed in the investigation of reported incidents by the PRT/ERC. 
  • Partners with labor/management and VSRP teams to identify and eliminate potential safety hazards.
  • Maintains a working liaison with regulatory agencies, advocacy organizations, and contractors. 
  • Provides guidance and support to Operations Leadership Managers, and Front Line Supervisors with regard to the implementation of Just Culture initiatives. 
  • Works in collaboration with enterprise wide stakeholders to imbed Just Culture principles into training, communications and processess.


  • Bachelor’s Degree in Occupational Health and Safety, Operations Management, Business Administration, Engineering, Transportation or equivalent, OR equivalent combination of education and experience required, including 7-10 years relevant work experience.
  • Working knowledge of FRA safety regulations including voluntary safety programs. 
  • Effective facilitation, coordination skills
  • Excellent management and leadership skills
  • Five years' experience in a safety-related capacity or position 
  • Three years' experience in a safety management position responsible for safety program development  
  • Strong, state of the art knowledge of safety regulations, policies and programs; injury prevention programs; 
  • Ability to analyze, interpret, summarize, communicate, and act on quantitative and qualitative data.
  • Self-motivated and able to work independently
  • Demonstrated abilities to interface and coordinate with stakeholders, including division and department management, supervision and labor as well as regulators, vendors and contractors.     


  • Advanced Degree in safety, engineering or a technical or physical science.  
  • Ten years’ experience in a safety-related capacity or position. 

Must have excellent written and oral communication skills.
