SUMMARY OF DUTIES:
The position of Lead Engineering Outage Specialist is responsible for directing the track outage scheduling of both division and system construction usage within the Engineering Department.  Scheduling efforts encompass all phases. Works with other disciplines within the Engineering Department to coordinate construction schedule templates.  


ESSENTIAL FUNCTIONS:
•    Develops detailed, integrated construction schedules in support of Amtrak Engineering Construction Production track daily/yearly outages.
•    Special emphasis in track usage scheduling must be given to the complex interaction of needs within the NEC Terminal Zones. In this area, this position must also integrate the needs of Engineering Department forces, to obtain outages to perform basic maintenance functions.
•    Develops construction schedules based upon the most appropriate outage: continuous outages – 24/7, weekend outages – 55 hours, and extended outages – exceeding single shift. 
•    Works with the Senior Manager to provide the most efficient outage types(s) for each outage, taking into account the impact on production schedules and service impacts.  This must take into account the needs of Amtrak, commuter partners and freight carriers. 
•    Works within the Engineering Department to ensure that support from all disciplines is available to meet schedules.
•    Complies and reviews track usage and coordinates with Transportation to ensure continuity of railroad operations
•    Supports other departments in articulating Amtrak’s capital strategy, plan and progress against plan to outside agencies.
•    Responsible for daily schedule projections for the Engineering Production Department’s submission to internal and external customers. 
•    Discuss usage with supervisors day/night and with Transportation to ensure Engineering gets maximum track time daily & yearly
•    Ensures all maintenance and construction employees support existing track outage and maintains a safe dependable environment for all train operations
•    Meets with Construction staff both in the office and at construction sites to update/status scheduled activities. 

 

MINIMUM QUALIFICATIONS:
•    Bachelor’s Degree or equivalent combination of education, training and experience in lieu of degree PLUS 8+ years relevant experience.
•    Must have demonstrated experience working with complex schedule issues, anticipating conflicts, and preparing delay and impact analyses.  Must be able to articulate trade-off implications to stakeholders through the use of graphics.
•    Candidate will have demonstrated experience building complex construction schedules incorporating critical path, milestone and constraint relationships.
•    Must have knowledge of the Engineering Department disciplines, including functions and the interdependencies.
•    Must have knowledge of the Transportation department and train movements
•    Must have a thorough understanding of Amtrak Operations – especially how engineering functions relate to train operations. 
•    Must have demonstrated experience in conceptualizing and developing large construction project and programs sufficient to prioritize, schedule and assign tasks and responsibilities to subordinates in support of departmental goals. 

 

OTHER REQUIREMENTS:
•    Suitable candidate must have thorough understanding of transportation outages 
•    Must be fully versed in track outage daily calendar (Microsoft Office) software and be experienced in critical path analyses.
•    Should be able to understand complex schedule issues, prepare delay and impact analyses and be able to use graphics and schedule analysis.
•    Individual must possess strong interpersonal communication and group leadership skills and will be evaluated on their ability to work effectively as a project team leader.  

 

PREFERRED QUALIFICATIONS:
•    Bachelor’s Degree in Engineering 
•    Qualified Physical Characteristics of the Corridor 


COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
