The Manager Engineering Systems is responsible for guiding the development and implementation of Engineering’s Enterprise Asset Management (EAM) system. This position is responsible for overseeing the delivery of technology solutions that supports Engineering’s inspection, maintenance, timekeeping, and capital construction business processes and enable continuous improvement of those processes. In addition, this position oversees the training, support, and maintenance of the applications.


This position is responsible for interfacing between developed applications and Engineering field users in regard to Track, Structures, ET Inspections and Signal tests to ensure that the investment made in these electronic applications is fully realized by delivering compliance with Amtrak and FRA regulations as well as data for use in packaging maintenance work orders as well as data points for predictive failures. This applies to applications accessed through desktop and mobile devices for the IBM Maximo work and asset management system. Additional applications requiring similar interface is the time entry application as well as planned and unplanned work orders. The position provides guidance and direction to the Engineering Systems Operations Support (ESOS) team to drive user adoption and resolve post-implementation issues and problems.


The Manager Engineering Systems will ensure are properly allocated to achieve near 100% uptime of all operationally critical Engineering systems including Maximo and TED and will manage the successful resolution of any and all production issues with IT.  Further, this position will oversee all post implementation user and systems training activities and full lifecycle management of all engineering systems – including hardware and software version upgrades, coordination the development release schedule, and management of core (operating) CR implementations.


  • Drive the implementation of EAM related projects as requested by Engineering management to advance the EAM vision and program
  • Works with all levels of Engineering management to identify and thoroughly understand the Department’s work and asset management needs and ensure legacy tools, systems, and interfaces function in alignment with those needs
  • Provides oversight and direction to the Engineering Systems staff in the form of: communicate future vision, set standards for the development and maintenance of world class EAM tools and systems, establish and monitor quality standards, and perform continuing employee development functions 
  • Oversee a continuing evaluation of users’ proficiencies and output to ensure the applications delivered the expected results while not over burdening the users
  • Manage Engineering’s interface with the IT Systems Support and Mobile Support teams and external vendors, as appropriate, to ensure that external (to Engineering) resources are properly allocated to ensure critical systems and interfaces function as required
  • Administer a governance model for identifying, approving, and managing system and interface changes – including the process for documenting, accepting, and delivery of change requests (CR) to existing Engineering systems, applications, and interfaces
  • Establish and administer an on-going process for monitoring issues, defects, and bugs associated with the post-implementation phase of new applications and features to monitor, and ultimately improve, the performance of newly released applications
  • Provide on-going support to user acceptance testing activities associated with rollout of new applications and functionality to ensure end-user concerns are addressed as part of the development and implementation process
  • Lead on-going quality control activities for mature systems and interfaces and develop quality assurance processes to drive continuous improvement in business process development and EAM implementation team activities – to include representing the end-user community in Go/No-Go decisions for new releases


  • Must have five years (5) personal experience in leading organizations with project implementation teams (project management, technical, functional, quality assurance and administrative staffs) to support Maximo systems installation
  • Able to effectively communicate with all levels of technological experience including field and staff with no prior experience in using computer and mobile systems
  • Bachelor Degree in Engineering, Business Management or the equivalent combination of education, training and/or experience
  • Demonstrated experience in IT/Engineering Systems Support and Training
  • Highly developed organizational and issue management and resolution activities
  • Working knowledge of asset, work and maintenance management, best practices and processes
  • Demonstrated ability lead and manage organizational change
  • Demonstrated ability to build rapport with all levels of the organization and to communicate effectively with department heads, managers, supervisors and clerical staffs
  • Demonstrated ability to apply strong analytical skills
  • Working knowledge of database design

Must have excellent written and oral communication skills.
