This position is responsible for planning, issuing and administering cradle-to-grave, highly complex strategic acquisition procurements, primarily related to rolling stock acquisition and Technical Support, Spares, and Supply Agreements (TSSSA); negotiating contract terms and conditions; managing supplier relationships; developing and implementing best in class contracting strategies to achieve best value acquisitions; performing supplier capability assessments; developing and executing negotiation strategies; and administering such contracts after award.



•    Design, develop, and implement best practice process improvements and procurement strategies relating to contract management, and workflow.
•    Leads and manages cost savings initiatives and training related to price negotiations.
•    Issues highly complex and high dollar competitive Requests for Proposal (RFP) to qualified third-party firms and utilizes the Procurement Toolkit to maximize savings.
•    Chairs all procurement-related meetings with Amtrak stakeholders and vendors and issues written amendments to the RFP as required.
•    Aggressively sources an adequate number of suppliers to achieve compliance with the full and open competition provision of Amtrak’s grant agreements with the Federal Government and maximizes inclusion of Diverse business enterprises.
•    Maintains complete and thorough electronic contract and supporting documents in Ariba or other designated system.
•    Supports Amtrak business unit(s), including solicitations, negotiation of contract pricing, contractual terms and conditions, and development of sources of supply.  
•    Assists internal customers in developing clear, concise and contractually binding scopes of work and evaluation criteria.
•    Develops innovative contracting strategies that will best support the needs of business unit(s).
•    Serves as a vital interface to business units and management as a recognized source of expertise for the procurement and leasing function.
•    Oversees all activities related to the management of business units’ requirements, from intent to purchase through delivery of equipment/services required and subsequent contract administration.
•    Provides efficiency in the purchasing process with execution at the best value for Amtrak while ensuring overall customer satisfaction.
•    Recruits, maintains, and manages suppliers with focus on total cost improvements while maintaining the highest code of ethics and conduct.
•    Negotiates complex contracts involving variable costs and non-standard terms and conditions; interacts with customers both internal and external to provide a high level of service.
•    Provides effective customer service for all internal customers by using excellent communication skills, in-depth understanding of business-wide and department initiatives as well as communicating effectively with management, internal team members, and suppliers.
•    Assesses contractual liquidated damages, performance guarantees and incentives, where applicable.
•    Prepares and administers contracts that are financially and legally sound to ensure enforcement of contractual requirements and Amtrak’s policies and procedures in concert with Federal Procurement Regulations and/or the Uniform Commercial Code whichever is applicable.


•    Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

•   7 years of relevant experience required.
•    Demonstrated, successful experience in high-stakes negotiations, contract award processes and ongoing administration of complex, high dollar value contracts.
•    Superior oral and written skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications.
•    Self-starter with superior analytical skills, critical thinking skills and problem-solving skills to successfully resolve frequent and sophisticated contractual issues with minimum oversight.
•    Must be detailed oriented and disciplined to ensure project completion and effective follow-through, including communication with management and internal stakeholders and customers.
•    Must be collaborative and able to work on complex and varied cross-functional team.
•    Must possess the ability to work effectively and efficiently within SAP and the integrated Ariba/ACE procurement system.
•    Must possess a thorough knowledge of commodity pricing, market trends, product availability, quality standards, sources of supply (including minority firms), negotiation techniques, value analysis and other cost savings methods.
•    Proven track record of improving business processes and delivering measurable results.
•    Proficient in the Microsoft suite of tools, including, Outlook, Word, Excel, and PowerPoint.



•    Advanced degree in pertinent business, technical, legal or other related areas.
•    9 or more years directly relevant experience
•    Certified Professional in Supply Management (CPSM), or other professional license relating to the business or technical field.
•    High level of experience in equipment and services procurement, and attendant negotiation of terms and conditions, market expertise and extensive supplier management skills.
•    Extensive project management experience.
•    Proficient in ACE, Ariba, Enterprise Project Management (EPM), SAP and where required
•    Experience with procuring rolling stock and administering TSSSAs 


Must have excellent written and oral communication skills.
