SUMMARY OF DUTIES:
This position is responsible for issuing and administering cradle-to-grave, highly complex procurements; managing supplier relationships; developing and implementing best in class contracting strategies to achieve best value acquisitions; performing supplier capability assessments; and developing and executing negotiation strategies in the Procurement Services Group.   

 

ESSENTIAL FUNCTIONS:
• Provides strategic sourcing services for various Amtrak Departments, including drafting and leading solicitations, negotiations of contract pricing, contractual terms and conditions of purchase, and development of sources of supply.
• Act as a sourcing specialist to interact with and support all departments across the Amtrak enterprise; guides and implements process improvements and services expertise and provides for the best pricing, delivery, etc in the best interests of Amtrak.
• Issues highly complex and high dollar competitive Requests for Proposal (RFP) to qualified third-party firms. 
• Chairs all procurement-related meetings with Amtrak stakeholders and vendors and issues written amendments to the RFP as required.
• Supports Amtrak business unit(s), including solicitations, negotiation of contract pricing, contractual terms and conditions, and development of sources of supply.  
• Assists internal customers in developing clear, concise and contractually-binding scopes of work and evaluation criteria.
• Utilizes best practice contracting strategies to support the needs of business unit(s).
• Guides and implements process improvements.
• Serves as a vital interface to business units and management as a recognized source of expertise for the sourcing function.
• Oversees all activities related to the management of business units’ requirements, from intent to purchase through delivery of services required and subsequent contract administration.
• Provides efficiency in the purchasing process with execution at the best value for Amtrak while ensuring overall customer satisfaction.
• Recruits, maintains, and manages suppliers while maintaining the highest code of ethics and conduct.
• Negotiates complex contracts involving variable costs and non-standard Terms and Conditions.
• Interacts with customers both internal and external to provide a high level of service.
• Prepares and administers contracts that are financially and legally sound to ensure enforcement of contractual requirements and Amtrak’s policies and procedures.
• Aggressively sources an adequate number of suppliers to achieve compliance with the free and open competition provision of Amtrak’s grant Agreements with the Federal Government, with emphasis on meeting our Disadvantaged Business Enterprise (DBE) goals.
• Provides effective customer service for all internal customers by using excellent communication skills, in-depth understanding of department initiatives as well as communicating effectively with internal team members.
• Prepares SAP and Ariba Reports as requested for Senior Management.
• Availability after normal business hours to respond to urgent requests by Senior Leadership as needed.  
• Ensures compliance with applicable federal regulations and grants, including 2 CFR 200.

 

MINIMUM QUALIFICATIONS:
• BS in Business Administration or related field plus 7 years relevant experience or a minimum of 11 years of directly relevant experience required to satisfy education and experience requirements.
• Demonstrated, successful experience in high-stakes negotiations, contract award process and ongoing administration of complex, high dollar value contracts.
• Ability to monitor Contractor’s ongoing performance, and accurately and defensibly document non-performance.
• Assess contractual penalties and incentives, where applicable.
• Proficient in Microsoft Word, PowerPoint, and Excel.
• Ability to fully demonstrate understanding of Amtrak’s operations in addition to Procurement and how product/service contributes to total cost.
• Responsive to internal and external customer’s needs, and able to develop workable solutions to yield acceptable results.
• Demonstrated skill in consistently and successfully performing contract related functions within tight time frames.
• Ability to respond quickly and professionally to unforeseen events.
• Self-starter with superior analytical skills, critical thinking skills and problem solving ability in order to successfully resolve frequent sophisticated contractual issues with minimum oversight required.
• Superior comprehension skills with minimum oversight required.
• Must be able to interact skillfully with all levels of Amtrak stakeholders and third-party vendors.
• Ability to gather facts from a variety of stakeholders and prepare concise and clear reports in both SAP and Ariba.  
• Must possess a thorough knowledge of commodity pricing, market trends, product availability, quality standards, sources of supply (including minority firms), negotiation techniques, value analysis and other cost savings methods.
• Senior level experience in purchasing or materials planning or related fields.
• Ability to analyze strategic options and their direct potentials and indirect impact on the organization.
• Must be able to work and communicate effectively with all levels of the company, and suppliers, and lead cross-functional teams.
• Proven track record of improving business processes and delivering measurable results.
• Satisfactory prior job performance is required.
• Strong oral and written skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications.
• Must be hard working and self-starter with initiative, good analytical skills and common sense to problem solving.
• Must demonstrate ability to learn new tasks, both complex and simple, in order to maintain effectiveness in position.
• Must be detailed oriented and disciplined to ensure project completion and effective follow-through.
• Must possess the ability to work effectively and efficiently within the integrated Ariba/ACE procurement system.
• Works in a fast-paced environment with frequently changing priorities.

 

PREFERRED QUALIFICATIONS:
• Masters or advanced courses in pertinent business, legal or other related areas.
• Certified Professional in Supply Management (CPSM)
• High level of experience in Materials procurement and attendant negotiation of Terms and Conditions, market expertise and extensive supplier management skills.
• Enterprise Project Management (EPM) experience.  
• PMP Certification
• Proficient in SAP and Ariba

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent verbal and written communication skills.
