Duties: Develop realistic cost estimates for Engineering projects and programs. Become familiar with the tools, systems and work processes to effectively control and report on cost and create forecasts for projects. Create the budget estimates for construction and engineering projects and programs using Hard Dollar. Apply standard construction estimating concepts, practices and procedures as well as particular railroad disciplines (electric traction, signals, structures, track or applicable general construction) for estimating development. Create baselines in Hard Dollar and release updates for approved changes. Determine the impact of potential changes, ensuring budget estimate updates are given visibility with the client and project management. Initiate and confirm the budget estimate (Hard Dollar) import into the schedule (Primavera) and to/from the company's accounting and management systems (SAP, Web WEE). Report progress in regard to performance and financial goals. Make recommendations on processes for the update and maintenance of resource and cost loaded project schedules in accordance with approved work plans, long-term strategic plans and other schedule and plan tools. Review third party (customer and contractor) program and project budget and financial information and import into Amtrak Engineering systems. Create weeklymonthlyquarterlyexception budget, actual, forecast, and other project reports as needed. Follow guidance on project budget risk assessment issues and make recommendations on solutions. Analyze new projects and budget estimates to support governance decisions. Work with the project managers to review forecasting against baseline budgets. Create a collaborative partnership among the Engineering disciplines and stakeholders. Adhere to Amtrak Engineering PMO policies and procedures and Amtrak Enterprise Project Management methodology. 


Requirements: Employer will accept Master's degree in Civil Engineering, Construction Management, or related field and two years of work experience in job offered, or two years of work experience in a related occupation. Alternatively, employer will accept Bachelor's degree in Civil Engineering, Construction Management, or related field, followed by five years of progressive, post-baccalaureate work experience in job offered, or five years of progressive, post-baccalaureate work experience in a related occupation. Any suitable combination of education, training, or experience is acceptable. Experience with the following skills required: Creating rough order of magnitude estimates for conceptual construction projects (1 year); Creating detailed and resource loaded estimates for general construction projects, including resources such including labor, material, and equipment (1 year); Creating detailed estimates for railroad construction projects pertaining to work associated with track laying machine, electric traction, interlocking replacement/renewal, communications and signal and high speed rail environment; Knowledge of the divisions of the Construction Specifications Institute (CSI) (1 year); Knowledge of project controls, budget management, and budget reporting; Microsoft Office (Word, Excel, PowerPoint) (2 years); Project controls software and tools such as professional estimating software, professional scheduling software (1 year); Project Cost Controls for projects, programs and portfolios; Analyzing and compiling estimate data that impacts the cost of labor, materials, equipment requirements, location and other factors to ensure high quality and timely estimates (1 year); Incorporating field supplied information from Project Managers, Engineers, and Supervisors when developing estimates; Reading technical project documents and blueprints to determine necessary resources (labor, material, equipment, etc.) for projects (2 years);  Making decisions concerning equipment needs, the sequence of operations, the size of the crews required, and physical constraints at the project site (2 years). Some travel (up to 25%) may be required to work on projects at various, unanticipated sites throughout the United States.
