This position is responsible for assisting in the creation, control and management of all aspects of the materials management, logistics and automotive fleet functions in areas such as policies, objectives and initiatives to result in the effective operation of Amtrak’s passenger train service.  Includes collaboration with operational business units (e.g., Mechanical and Maintenance of Way), engineering, procurement and significant stakeholders to understand and manage the business operations for the portfolio of direct and indirect material across the Amtrak organization. This position manages a distributed workforce and oversees planning, forecasting, inventory control, warehousing and distribution functions.  



  • Assists in the development, management, planning and coordination of capital equipment improvement and recurring maintenance programs for Mechanical and Maintenance of Way.  Develops materials objectives, strategies, plans and budgets to support operations nationwide.
  • Manages the creation and execution of inventory strategies and management processes for capital equipment, spares inventory and indirect materials.  This includes distribution of inventory, stocking and replenishment strategies, and identification and disposal of obsolete materials.
  • Application of best practices in inventory, distribution, and warehouse management, application of continuous process improvement tools and methods, such as Lean and Six Sigma.
  • Interacts with purchasing to optimize timing and reduce costs through coordinated buying activities and supplier performance monitoring.
  • Assists in the identification, measurement, tracking and reporting of performance metrics related to the stocking, distribution and use of material.
  • Establishes and maintains strict internal controls
  • Responds to audit findings, ensuring timely execution of corrective actions.
  • Recognizes safety and environmental areas for improvement and executes a safety program achieving reduced on the job workplace incidents.
  • Manages 2300 vehicles and special equipment in support of Amtrak operations nationwide.


  • Bachelor’s degree in business or related field plus 13 years’ experience in a combination of materials management, inventory management, warehousing, transportation logistics and/or purchasing or a minimum of 17 years direct experience required in lieu of degree.  
  • Demonstrated performance in managing a nationwide supply chain with high transactional volume and inventory values in excess of $300 million dollars. Multiple locations
  • Advanced knowledge of materials management best practices and performance measurements
  • Experience with warehouse management technologies. 
  • Management style that combines solid leadership with strong interpersonal skills.  Must be detailed oriented and have the ability to work effectively with all levels of management, and to operate in a matrixed environment.
  • Must have experience with talent acquisition, development and mentoring. This includes hiring, promotion, recognition, discipline, coaching, and performance management.
  • Demonstrates the ability to think deeply and quantitatively about areas of concern, conducts root cause analysis and presents solutions while evaluating pros and cons of various options 
  • Demonstrates a deep understanding of the overall business strategy and its relationship with suppliers and key customer channels.
  • MRP/ERP experience with SAP preferred or other ERP technologies.


  • MBA or master’s degree in a relevant discipline.
  • Extensive experience working in maintenance – supply environment, managing capital improvement, repairable parts, spares inventory, and strategic sourcing.
  • Demonstrated the ability to think deeply and quantitatively about areas of concern; breaking down problems and presenting solutions while evaluating pros and cons of various options.

Must have excellent written and oral communication skills.
