The PTC (Positive Train Control) Senior Director has overall accountability for PTC system operation throughout the entire Amtrak network. This position will act as a liaison between Mechanical, Engineering, Communications and Signals (C&S), the Host Railroad group, Training, Corporate Communications, Safety, Operating Rules, System General Road Forman and Law for all PTC activities. Activities include development, implementation, training, and maintenance of the PTC systems used by Amtrak nationally. In addition, the Senior Director will be responsible to represent Amtrak on PTC matters with external partners including regulatory agencies such as the FRA, State Partners, as well as tenant and host PTC interoperable railroads. 


  • Responsible to provide overall direction and strategy for all Amtrak departments involved in Amtrak’s PTC program. Ensure the work processes of those departments are aligned to ensure the reliability of the PTC systems in use. 
  • Responsible for PTC FRA Management, including, but not limited to, managing working relationship with FRA for reporting progress and FRA approval process for PTC submittals.
  • Responsible to ensure all PTC regulatory requirements such as quarterly reporting and monthly failure reports are accurate and submitted in a timely manner.
  • Oversees Host – Tenant Railroad Management, including, but not limited to, coordinating PTC strategy with interoperable railroads to ensure compatibility with ITC standards, eliminating barriers to reliable PTC operations, and representing Amtrak at AAR and NEC committee meetings.
  • Coordinates PTC responsibilities and department between Transportation, Engineering, and Mechanical to ensure each departments activities are aligned with Amtrak’s overall PTC strategy.
  • Support other Amtrak departments outside of Operations such as Corporate Communications and Government Affairs to communicate Amtrak PTC strategy and achievements to outside stake holders.
  • Create and execute in coordination with other stakeholders such as Transportation, Mechanical, Engineering, Safety, Operating Practices, System General Road Forman, etc. the long-term strategy for PTC and PTC equivalency (other future technology) to maximize the safety and efficiency of Railroad and its employees and passengers.
  • Communicate and make regular presentations as required from the Board of Directors to Labor Organizations, government officials and federal and state agencies.



  • Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
  • Demonstrated knowledge of CFR 236 (PTC) regulations, CFR Part 240/242 regulations, Amtrak’s Airbrake and Train Handling Instruction, Operating Rules and Safety Rules
  • Ability to travel 50-80% of the time
  • 13+ years of relevant experience
  • Superior effectiveness in communication skills, including writing, speaking, and presentation/platform
  • Effective organizational, administrative, and personal computing skills as demonstrated through past experience
  • Experience using Microsoft Project, Word, Excel and PowerPoint


  • Bachelor’s degree in business, transportation or related field
  • Demonstrated leadership experience
  • Some former management experience over Train and Engine (T&E) employees
  • 15+ years of relevant experience

Must have excellent written and oral communication skills.
