SUMMARY OF DUTIES:
This position works closely with the Director of Track Maintenance and Compliance in ensuring compliance in track engineering standards, safety regulations, and work practices set by Amtrak and the Federal Railroad Administration (FRA).  Plan and direct the development, implementation and management of track inspection compliance and mentoring programs for the Engineering Department across the Amtrak system with the goal of:


• Improving the competency and technical skill level of Track Inspectors, Foremen and Supervisors;
• Streamlining the adoption of new inspection technologies and reporting systems in the field;
• Assuring compliance with Amtrak standards and FRA regulations relating to track inspections.

 

ESSENTIAL FUNCTIONS:
• Develop customized one-on-one field mentoring programs focusing on three key areas of track inspections: mainline tracks (high speed territory); yards & terminals (slow speed territory); and turnouts & special trackwork.
• Provide mentoring leadership to Amtrak’s Track Inspection Forces to foster technical growth and to develop Track Inspector skill sets to be capable of identifying root cause conditions, setting priorities for corrective work and recommending remedial actions in advance of service interruptions.
• Provide information identifying training and educational needs to be handled as part of Amtrak Engineering’s Foreman Training curriculum by Amtrak’s Training Department.
• Provide information to the Track Standards group to update the MW1000 and Engineering Practices related to track inspection and track maintenance work.
• Develop track inspection performance metrics to evaluate the performance of Track Inspectors and to monitor the effectiveness of track inspection training.
• Conduct periodic compliance audits and follow-up audits of inspection practices, track inspection records, and track maintenance and construction work in a systematic and consistent manner to ensure compliance with all quality and regulatory standards, policies and procedures.
• Periodically review and evaluate the cost effectiveness of track inspection activities making recommendations for improvements.
• Perform failure analyses relating to track infrastructure conditions. 
• Provide technical expertise to the design and development of new inspection technologies and reporting systems in the field. Assist in the roll-out and training of Track Inspectors, Track Supervisors, and Field Managers in the use of Maximo for Basic and Advanced Compliance Management.
• Develop and foster a spirit of quality competition through consistent and periodic auditing between production teams, that will stimulate a greater quality and consciousness within the track team groups.

 

MINIMUM QUALIFICATIONS:
• BS in Engineering/Construction Management or an equivalent combination of related field experience and railroad education/training.
• 10 years railroad work experience in the areas of track inspection, maintenance and construction.
• Demonstrated working knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Track Safety Standards and OSHA.
• Proficiency in the use of basic computer software applications.
• Excellent organizational skills with attention to detail and capable of working independently.
• Prior satisfactory work performance
• Demonstrated ability to interface with outside railroad or government regulatory agencies.
• Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access) Microsoft Word, Outlook and PowerPoint
• Demonstrated ability to manage and interface with outside agencies.  
• Will be required to acquire FRA/CFR 213 and 214 certification for track, ASNT ultrasonic level #2 certification and Amtrak's MW 1000 qualification, RWP and AMT-II.
• Ability to work with all levels of employees, external and internal customers.

 

PREFERRED QUALIFICATIONS:
• Bachelor of Science in Engineering or Construction Management
• 10-15 years of Railroad work experience to include supervisory or management roles at the Division or System level.
• Experience in railroad operations and procedures
• Roadway Worker Protection qualification
• MW 1000 qualification
• NORAC qualification
• AMT2 qualification

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent verbal and written communication skills.
