SUMMARY OF DUTIES:
The Senior Engineer Signal Construction position has the responsibility of approximately $20 million of reimbursable and capital related C&S construction activities.  


ESSENTIAL FUNCTIONS:

  • Manage and oversee construction of the project to ensure that project scope, costs, and schedule are properly developed and maintained, as well as ensuring contractors follow the agreed upon scope, cost and schedule to ensure that goals are achieved
  • Prepare, develop and implement the development of construction and maintenance, testing, startup and operations procedures for this project
  • Manage and coordinate construction of project and programs to ensure that critical issues are addressed
  • Ensure adequate resources are available for project, as well as obtaining track outages, labor clearances, and ensure that labor forces are available as planned and scheduled
  • Assist project design with field site walks
  • Review construction estimates and schedules
  • Provide weekly and monthly project status reports addressing actual forecasted costs and schedules, change of status, etc.
  • Participate in all field activities, inspections, walk-throughs, equipment installation, pre test activities, etc.
  • Responsible for review of C&S signal plans.


MINIMUM QUALIFICATIONS:

  • Bachelor of Science degree in Engineering, Construction Management or the equivalent combination of education, training, and/or experience
  • Prior satisfactory job performance
  • Able to manage small teams
  • Strong computer skills (Microsoft Office and one or more web-based program management systems)
  • Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint
  • Knowledge of or the ability to learn FRA regulations, NORAC, AMT2, RWP, AMT 23 and AMT 27.
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities
  • Demonstrated ability to conduct effective meetings


PREFERRED QUALIFICATIONS:

  • Bachelor of Science degree in related field
  • Experience as a manager/supervisor of construction and/or maintenance projects and/or programs
  • Supervisory and management experience at the senior level
  • Extensive project management experience
  • Demonstrated skill using PC based software programs sufficient to prepare effective presentations and business analysis

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent written and oral communication skills.
