SUMMARY OF DUTIES:

This position is responsible for directing and coordinating the procurement functions for specific supply chains, commodities or services which may include but are not limited to: direct procurement for maintenance of equipment, indirect procurement including IT, enterprise services, capital equipment, and construction. The procurement contract approval authority for this position shall be in accordance with Amtrak’s signing authority policy matrix.

 

ESSENTIAL FUNCTIONS:
•    Directs and oversees a staff of professionals and support personnel for procurement functions including all activities associated with purchase order creations, maintenance, and expedites.
•    Aligns with and supports the Strategic Procurement team on implementing commodity and strategic sourcing strategies, RFx processes, supplier performance monitoring, and related project management. 
•    Works with Supply Chain to support inventory strategies and the S&OP process.
•    Provides staff with guidance, direction, motivation and training. 
•    Communicates and works closely with departmental peers and executives across functional areas to build procurement influence. 
•    Acts as the central point of contact for functions specified in Position Summary.
•    Leverages best practices and makes decisions based on the best interests of the internal customers and Amtrak.
•    Engages all of the relevant internal parties in cross-functional activities to achieve shared goals and metrics to achieve success.
•    Negotiates commitments with suppliers to ensure Amtrak requirements are met.


MINIMUM QUALIFICATIONS:
•    Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

•    9 years of relevant experience required.
•    Significant experience in people management.
•    Experience and ability to work with senior level management in supply chain, inventory management, and procurement program problem resolution.
•    Prior satisfactory job performance.
•    Bachelor’s Degree in business administration or related field, and 9 years of experience in purchase or materials planning or related fields. Or, the equivalent combination of education, training, and experience.
•    Significant experience in people management.
•    Experience and ability to work with senior level management in supply chain, inventory management, and procurement program problem resolution.
•    Prior satisfactory job performance.

•    Effectively supervises in a fast-paced environment with frequently changing priorities and high volume of Purchase Requisitions. 
•    Ability to multi-task and handle day-to-day management of a variety of procurement activities. Adopts hands-on approaches as necessary.
•    Results-oriented and metrics driven.
•    Strong decision-making, problem-solving skills, oral and written communication skills.
•    Excellent interpersonal skills.
•    Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position.

 

PREFERRED QUALIFICATIONS:
•    Bachelor’s Degree in business administration or related field, and 9 years of experience in purchase or materials planning or related fields.

•    Certified Purchasing Manager (CPM).
•    Extensive experience with ERP systems, specifically Ariba and/or SAP.
•    Expert knowledge of supply chain, inventory management, commodity management, and supplier management.
•    Extensive project management experience.
•    Proven record of accomplishment of improving business processes and delivering measurable results.


COMMUNICATIONS AND INTERPERSONAL SKILLS: 
Must have excellent written and oral communication skills.
