SUMMARY OF DUTIES:
This position has the overall responsibility to manage the coordination and construction phase of the 450 million dollar, multi-year Amtrak 30th Street Façade and the 30th Street Philadelphia Station Developer Projects.   The primary function of this position is to interface with Amtrak senior management as well as collaboration/partnering with both internal and external stakeholders, which includes Engineering, Transportation, Finance, Law, Government Affairs, Real Estate and NECIID departments, local/state agencies, SEPTA and the FRA to execute the construction of all improvements. This position will collaborate closely with the Developer and their contractor, and all involved agencies to expedite the preparation and implementation of all project information and work scopes needed to initiate design reviews and construction.  Provides program management of the entire 30th Street façade Program affecting Amtrak relating to force account and outage planning, program and financial reporting, budgeting, estimating, scheduling and change control.


ESSENTIAL FUNCTIONS:

  • Develop, direct and execute the review of design documents and all construction phases of the Program. 
  • Direct the overall development and preparation of the design and construction work scopes and preparation of any contracting out provisions necessary to execute the work.
  • Provide Program Management for the program, including progress and financial reporting, budgeting, estimating, scheduling and change control. 
  • Work with internal and external stakeholders to ensure design and construction elements meet the needs of both the end users and overall program goals.  

 

MINIMUM QUALIFICATIONS:

  • Bachelors Degree in Engineering or related field.
  • 11+ years experience in implementation and program management of railroad design and construction projects/programs in large dollar values.
  • Must have demonstrated experience in Railroad operations.
  • Demonstrated experience in Railroad project/program management on large programs and projects.
  • Demonstrated experience in managing large multi-discipline projects/programs from the concept phase through construction.
  • Demonstrated experience in developing large railroad design and construction work scopes and procurement packages for major station reconstruction. 
  • Demonstrated experience in managing and directing both design and construction activities utilizing internal engineering resources as well as external design firms/consultants and construction contractors.
  • Demonstrated strategic planning experience.
  • Demonstrated senior level management and interface experience in a matrix organization.
  • Demonstrated ability to motivate others and drive for results.
  • Extensive experience in communicating verbally, in writing and in making senior level presentations within and outside of the corporation.
  • Must have excellent and demonstrated verbal and written communication, organizational, collaborative and relationship building skills both within and outside an organization.


PREFERRED QUALIFICATIONS:

  • Masters Degree or equivalent preferred
  • Certified Construction Manager Certification/ Project Management Professional Certification
  • Professional Engineer license or equivalent preferred


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent written and oral communication skills.
