The AVP IT role provides the overall technology leadership for product management, design, development and delivery of integrated enterprise-wide business technology solutions. The role is responsible for directing the business technology planning process for the enterprise.  The AVP is also responsible for analyzing trends in technology, assessing the impact of emerging technologies on the business, and providing solutions to address technology and business issues.


The AVP IT Employee and Train Operations is responsible for leadership and oversight of the IT Service Model which provides end to end IT service delivery to the following enterprise wide functional areas:  Train Operations (front/backend), Procure to Pay, Order to Cash, Hire to Retire, Law, Labor Relations, Corporate Planning, Corporate Security/APD and Real Estate. 

•    Works in a collaborative and consultative fashion with other department heads within IT and all business units as an advisor of technologies that may improve their efficiency and effectiveness.

•    Ensures the governance controls of Amtrak’s product and project management lifecycle-based delivery model are followed and that technology projects are delivered in a consistent and controlled manner. 

•    Provides leadership to department heads in a fashion that supports the company’s culture, mission and values.

•    Partners with business leaders to develop service strategies, roadmaps and rationalize portfolio.

•    Responsible for creating an integrated information technology plan to support all IT Service areas within the functional areas.

•    Acts as a good steward of Amtrak's resources and ensures control of IT departmental budgets.

•    Chairs technology governance boards.

•    Acts as champion for acceptance of the technology plan within the organization. Ensures the implementation of solutions is consistent with the enterprise architecture and technology platform standards.


•    Bachelor’s degree in related technical/business areas plus 15+ years relevant experience or a minimum of 19+ years of relevant experience is required to satisfy education and experience requirements.

•    10 to 15 years of relevant strategic technical, business, and managerial experience

•    Requires leadership experience in managing cross-functional teams and influencing senior level management and key stakeholders.

•    Demonstrated knowledge of project management governance structures, including decision-making frameworks, roles and responsibilities, and reporting structures

•    Ability to define and implement clear data management processes for sharing data across the organization in the form of data driven reporting and analytics.

•    In-depth knowledge of one or more processes/services. Business experience should include assignments in multiple business and technical processes and financial management.

•    Technical and/or ITIL, or equivalent Certifications 

•    Knowledge of planning, creating and implementing an IT vision and strategy aligned with the company’s strategic business plan. 

•    Must possess strong communication and interpersonal skills, work well with others in an integrated team environment.

•    Requires leadership experience in managing cross-functional teams and influencing executive level management and key stakeholders.

•    Requires demonstrated ability to launch and deliver multiple, concurrent IT initiatives on time and within budget. 

•    Ability to actively communicate, inspire and motivate all levels of staff.

•    Ability to think and act strategically and proactively.

•    Strong writing and presentation skills. 

•    May travel up to 30% of the time.

•    After hours responsibilities may be required.

•    Master’s degree in related technical/business area

•    15 to 20 years of relevant strategic technical, business, and managerial experience

•    5+ years in executive management

•    Experience working in large complex companies, that heavily rely on real time 24x7x365 IT operations to successfully service external customers.


Must have excellent oral and written communication skills.
