SUMMARY OF DUTIES:

This position is responsible for providing leadership in the planning, development, coordination, monitoring and oversight of administrative, business, and financial processes and initiatives for multiple functional areas within the Business Line. The incumbent is the key liaison between the Deputy General manager and Operations Staff, other field leaders and Corporate departments on organizational, administrative, business initiative and financial issues. Also interfaces with both internal and external departments and organizations relating to financial matters within the business line.

 

The Budgeting and Planning Manager will be responsible for demonstrating Amtrak's values and leadership philosophy while providing customers with excellent service in meeting performance targets that are driven by and aligned with the Strategic Plan goals in the following areas:

ESSENTIAL FUNCTIONS:

  • Effectively contributes to a safe and secure work environment for employees and travel experience for customers. Demonstrates necessary leadership to support a zero incident and injury culture within the Operations organization and Amtrak. Measures include.
    • Organizational Culture Diagnostic Instrument for Department
    • Safety leading measures (e.g., contract rate, participation rate, coached observations rate)
    • Safety lagging measures (e.g., FRA reportable injury rate, passenger injury rate, operating safety measures)
    • Security metric for employees and customers.

 

  • Lead all business and financial activities with NEC BL staff and other field offices within the business line.
  • Manage and communicate all financial results related to implementing and controlling the department’s operating and capital (General, PRIIA and Stimulus) budget, including oversight and control of expenditures that impact the NEC BL, as well as forecasting, analyzing, reporting and tracking of all related expense and labor accounts. Indirectly supports State-supported contracts.
  • Manage financial and staffing activities related to the budget. Responsible for developing and monitoring the business lines multi-year financial and operating plans. Conduct regular workforce analysis in order to document, reconcile and plan staffing levels to meet business initiatives.
  • Responsible for all financial functions, headcount, crew lodging, fuel and outlying mechanical contracts, acquisition and maintenance of non-rolling stock equipment and supplies and fuel policy issues for the NEC BL.
  • Build and maintain relationships, maintain communication, and guide and support members of the NEC BL in achieving plan goals within budget constraints.
  • Represent the Deputy General Manager at executive-level meetings.

 

WORK EXPERIENCE:

  • Degree in Accounting, Finance, Business Administration, Economics, or the equivalent combination of education, training, and/or experience.
  • Prior satisfactory work experience and proven leadership skills.
  • Extensive computer skills with knowledge pf spreadsheets, data bases, presentation and word processing software related to field.
  • Leadership experience directing administration, business management, and financial planning, preferably in a field operating environment.
  • Demonstrated experience in providing recommendations and communications, both orally and in writing, to senior officers involving complex data and analysis.
  • Demonstrated knowledge and familiarity with customer service, train and railroad operations.
  • Demonstrated knowledge and understanding of financial concepts and business process issues.

 

PREFERRED WORK EXPERIENCE:

  • Prefer Master’s Degree in Accounting, Finance, Business Administration or Economics.
  • Some experience and thorough knowledge of Amtrak train operations, staffing practices, and infrastructure and equipment maintenance practices.
  • Some experience working with multiple team members.
  • Working knowledge of Amtrak’s financial and business systems.

 

OTHER REQUIREMENTS:

  • Ability to communicate both orally and written to work effectively with various departments, individuals and agencies throughout the organization with both internal and external customers.
  • Must possess working knowledge of Amtrak's labor agreements pertaining to budgetary issues.
  • Must have strong analytical and organizational skills.
