SUMMARY OF DUTIES:
The HR Compliance and Risk Manager is responsible for mitigating operational risk by managing a best-in-class HR Compliance Program including project design, implementation, communication and audit methodology, to ensure compliance with federal, state, local laws and Amtrak’ policies.

 


ESSENTIAL FUNCTIONS:

  • Partners with HR Compliance leaders and Amtrak’s Law Department to identify employment law changes and updates
  • Implements changes in policy and practice to ensure compliance
  • Ensures that appropriate HR risk controls are developed and implemented
  • Conducts periodic audits, documents findings and partners with stakeholders to remedy deficiencies
  • Oversees and manages the creation and administration of HR policies and procedures, including Intranet maintenance
  • Acts as contact for external and internal audits and advances Amtrak’s position relative to external audit challenges
  • Scans environment to identify potential compliance failures and recommends mitigation strategies
  • Manages Amtrak’s Affirmative Action Program including monitoring the Amtrak workforce for potential underrepresentation and partners with key stakeholders to develop actionoriented plans for remediation
  • Partners with Corporate Communications to ensure accurate and appropriate compliance messaging
  • Investigates internal disputes, including complaints of harassment and discrimination, using best-practice investigatory procedures.
  • Prepares polished and effective investigative reports.


WORK EXPERIENCE:

  • 9 years’ experience in HR compliance-related roles
  • 5 years’ demonstrated experience in analyzing employment-related regulations
  • 2 years’ demonstrated experience in investigating EEO related complaints

 

OTHER REQUIREMENTS:

  • Knowledge of employment laws and ability to understand regulations
  • Expertise in analyzing data, drawing conclusions
  • Experience managing large projects through implementation
  • Exceptional communication skills
  • Maintains business relationships and builds consensus
  • Excellent computer skills including Excel

 

PREFERRED EDUCATION:

  • Project management certification
  • PHR or SPHR
  • Masters’ degree


PREFERRED EXPERIENCE:
Experience completing and / or implementing Affirmative Action Plans

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
