SUMMARY OF DUTIES:
This position is responsible for assisting the department in implementing Amtrak’s federal government affairs strategy via coordinating policy research and development and supporting external outreach.   


ESSENTIAL FUNCTIONS:

  • Assist with Government Affairs’ public policy development, including conceptualizing new legislative proposals and coordinating with subject matter experts across the company in order to help develop Amtrak’s multi-year reauthorization proposal for Congress.  
  • Responsible for supporting the department’s external affairs through legislative research and subsequently developing white papers, one pagers, talking points, and presentations for Government Affairs staff to utilize during stakeholder briefings.   
  • Assist with, and on occasion lead, Government Affairs briefings and meetings with internal and external stakeholders, including Congress. 
  • Lead the department’s efforts in advancing Amtrak’s regulatory priorities, including working with DOT, FRA, Congress and other stakeholders. 
  • Responsible for coordinating the oversight of FAST Act implementation, including tracking internal and statutory deadlines, working across departments to ensure deliverables meet the statutory requirements, and helping to assemble periodic oversight updates for Amtrak leadership.  
  • Support congressional correspondence by conducting research, compiling information from across the company, drafting letters, and tracking workflow.
  • Assist the Senior Director with improving efficiencies and processes within the department and leading special projects and other tasks as assigned in support of the Government Affairs’ mission and annual goals.  

 

MINIMUM QUALIFICATIONS:
3 years of work experience in public policy specifically with 9 overall years’ work experience.


OTHER REQUIREMENTS:

  • Able to handle multiple tasks at one time and adapts easily to an exceptionally fast-paced working environment.
  • Motivated and able to work independently with limited supervision.
  • Conducts in person and/or telephone dialogues as appropriate to manage and conduct the flow of work.
  • Frequently works long hours and is required to be on-call and available on an emergency basis.
  • Frequently travels throughout and outside the region as required (e.g., via train, automobile, and/or airplane).

 

PREFERRED QUALIFICATIONS:

  • Experience working on Capitol Hill in a federal policy role, such as: a Legislative Correspondent, Legislative Aide and/or Legislative Assistant for a Member or as a Research Assistant or Professional Staff for a relevant committee.  
  • Familiarity with Amtrak, the rail industry, and surface transportation policy.
  • Familiarity with legislative research tools, including advanced search functions of www.Congress.gov.
