SUMMARY OF DUTIES:
The Program Manager is responsible for the quality and delivery of the assigned program/projects. The role requires regular analytical and metrics-based reporting to other staff, board members, and stakeholders. 
The Program Manager is responsible for successful completion of all phases of the project life cycle. This resource will develop, establish and maintain project management standards and procedures and is responsible for defining project guidelines, obtaining business and information technology sponsor approvals, and coordinating resources necessary to successfully complete the project within scope, budget, and schedule. This position leads the refinement of requirements, development of plans and schedules, and estimation and project maintenance.
The Program Manager is responsible for the quality and delivery of the projects that are of high complexity. This role will lead projects that may address an enterprise need or be specific to the needs of a single department. 

 

ESSENTIAL FUNCTIONS:

  • Plans the delivery of overall projects/program and its activities in accordance with the mission and the goals of Amtrak. Manages the overall execution of the project/program to ensure strict adherence to budget, schedule, and scope. Monitor and track project milestones and deliverables while ensuring high quality standards.
  • Builds strong relationships within Amtrak to understand business challenges and opportunities. Creates a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions. Establish clear communication channels between all stakeholders to ensure transparency and understanding of project/program objectives.
  • Provides performance analytics on the program for stakeholders
  • Develops and implement long-term goals and objectives to achieve the successful outcome of the project/program. Leads the project/program team to achieve objectives by setting team direction, coordinating activities across multiple organizational functions, motivating team members.
  • Develops an annual budget and operating plan to support the project/program. Monitors and approves all budgeted program expenditures. Utilize various tools and techniques for estimating costs associated with a project including physical, financial and human capital costs.  Develop a detailed cost baseline from cost estimations.  Continuously monitor actual cost of a project versus the forecast and budget.
  • Identifies and evaluates the risks associated with program activities and take appropriate action to control the risks. Keeps management aware of potential risks and solutions or activities to mitigate risks.  Analyzes and prioritizes risks and assess potential project impact.  Develops and maintain risk plans, processes and systems in order to mitigate such risk, with assistance.  Creates action plan for risks that occur and follow through on plan.
  • Supports the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.  Develops and manage work breakdown structures (WBS) based on project/program scope and objectives.
  • Adheres to Amtrak Enterprise Project Management methodology.
  • Determines staffing requirements and forms project teams. Works with resource managers in order to effectively align resources across projects. Ensures project team members have the tools and training required to perform effectively.  Provides constructive feedback as it pertains to project performance.

 

MINIMUM QUALIFICATIONS: 

  • Demonstrated hands-on experience in Portfolio Management analysis, planning, creation, monitoring, strategy, governance and ability to execute across all aspects of the project lifecycle.
  • Bachelor’s degree in related field with minimum 9 years of practitioner experience with project and program management or 13 plus years of experience in lieu of degree. 
  • Experience coordinating and supporting IT business processes.
  • Minimum 3-5 years of project management or IT Management.
  • Project Management Professional (PMP) required.
  • PgMP Certification (Must be willing to obtain within 18 months of hire date)
  • Strong project and program management skills
  • Prior experience managing IT projects especially in IT scheduling and budgeting.
  • Strong focus on collaboration, team building, and customer service
  • Demonstrated knowledge of high-level expertise in the application of the tools and techniques of the project management discipline
  • Proven skills in managing within a matrix organization.
  • Ability to provide constructive feedback to teams as it pertains to project performance.
  • Highly skilled in the Microsoft Office Suite, as well as Microsoft Project, Sharepoint and other current tools applicable to the position.

 

PREFERRED QUALIFICATIONS: 

  • Master's Degree in related field.
  • Thorough understanding of IT environment.
