SUMMARY OF DUTIES
The Senior Director, Federal Affairs and Policy is responsible for developing and overseeing the corporate legislative affairs strategy with  stakeholders in Congress and appropriate federal departments. This position serves as the deputy to the Vice President and acts in the VP's absences or at his/her direction.


ESSENTIAL FUNCTIONS:
•  Assist the VP in organizing and resourcing the Government Affairs office and in Functions developing the overall corporate legislative and appropriations strategy
•  Oversees the daily Government Affairs function and leads the preparation for the Board
and senior management for key congressional meetings and hearings
•  Coordinates federal, state, and local, outreach to stakeholders, interest groups, employees, and other constituencies as necessary to advocate and advance the corporate legislative and Congressional agenda
•  Provides briefings to and solicits information from senior management and other employees regarding legislative and congressional issues, policy, and advocacy
•  Directs the development of briefs, talking points, report language, and other written materials relative to the legislative agenda or in response to inquiries from Congressional offices
•  Oversees the timely delivery of Congressional mandated reports and the annual Grant and Legislative Request submission
•  Assist the VP Government Affairs & Corporate Communications in preparing department's reporting to the Board of Directors covering legislative issues, state and commuter contracts, media relations and external outreach activities
•  Oversees the development of authorization, appropriation, and safety issue hearing testimony and assists key committees in obtaining record data and reviewing and editing transcripts
•  Responsible for advancing legislation, providing authorization, appropriations and other relevant legislative needs before Congress
•  Serves as the assistant to the VP Government Affairs & Corporate Communication and is able to answer the department's leadership role if necessary
•  This requires the establishment and maintenance of relationships, senior Adm inistration officials, as well as members of the House and Senate and their key staff


WORK EXPERIENCE:
•  Significant combined legislative policy experience in a congressional committee, or federal or corporate government affairs office
•  A comprehensive understanding of railroad issues and the history of Amtrak
•  Previous experience of directing/managing a staff in a fast-paced governmental/legislative affairs organization
•  Overall knowledge of Surface Transportation Legislation Policy
•  A thorough understanding of the legislative floor and Committee procedures as well as the workings of Capitol Hill
•  A thorough understanding of authorization and appropriation legislative processes
•  Advanced leadership and management skills with a proven ability to motivate others ; effective writing, presentation, meeting, and Interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills
•  Extensive understanding of business operations and the impact of departmental actions on the corporation
•  Able to function in a collaborative work environment
•  Understands the importance of education and self-improvement during their career
•  A history of being involved in improving the industry through professional associations and accepting leadership assignments
•  Makes and keeps commitments
•  Demonstrates a set of core values that includes humility, mission, courage, justice prudence and self-control  •  Experience communicating orally and in writing within the corporation and externally
•  The ability to effectively manage employees


PREFERRED WORK EXPERIENCE:
Transportation industry experience


PREFERRED EDUCATION:
Masters Degree in functional or related area

Must have excellent oral and written communication skills
