This position is responsible for the day-to-day administration of evidence preservation tasks relating to accidents or other incidents involving Amtrak operations giving rise to possible claims or liability including without limitations, grade crossing, trespasser and catastrophic incidents for a region of Amtrak operations. 

This position is also responsible for: assisting the Claims department management with oversight, counseling, and training of Administrative Assistants and Claims personnel relating to evidence preservation policies and procedures; providing administrative support in prosecution and defense of tort claims/litigation involving Amtrak or railroads and commuter agencies with which Amtrak has operating agreements; ensuring accurate and efficient records management, comprehensive database organization and maintenance; facilitating efficient daily office operations; issuing retention memos for potential litigation holds and maintaining a current list of document custodians to comply with Amtrak’s legal responsibilities. In conjunction with Claims professionals and Claims management, responsible for ensuring compliance with FRA regulations and requirement.


•    Must give continual attention to detail in typing and proofing materials, establishing priorities, and meeting deadlines.
•    Receives, collects, encrypts, stores, documents, preserves, ships, transports, disposes of, maintains chain of custody of, and accounts for evidence in various forms in the region using defined evidence handling policies, practices, and procedures. 

•    Develops and analyzes statistical data related to evidence preservation in the region.

•    Serving as the primary point of contact throughout the discovery lifecycle, applying in-depth knowledge and experience to provide expert consultation and advice on technology and best practices.
•    Consulting with case teams to effectively develop and apply technical strategies, requirements and goals in order to develop and implement project plans, including data collection, processing, document production and trial.
•    Assist with the investigation of the existence of evidence in accidents or other incidents involving Amtrak operations giving rise to possible claims or liability including without limitations, grade crossing, trespasser and catastrophic incidents to ensure its preservation. 
•    Prepares detailed paperwork pertaining to evidence and submitted items, including inventories and chain of custody forms.
•    Tracks, ships, transports, and accounts for evidence preserved and transferred to appropriate technical experts, legal counsel and other third parties.
•    Collaborates with Claims personnel to identify new evidence handling requirements and trends, and research, test, analyze and recommend solutions/improvements for approval.
•    Establishes and maintains working relationships with law enforcement personnel and industry peers.
•    Assist Claims personnel to develop and present evidence preservation training sessions to train company personnel in proper evidence identification and handling techniques.
•    Liaison for in-house counsel, Operations staff and outside counsel concerning evidence preservation resources and system improvements
•    Ability to exercise discretion while working and communicating in confidential settings with sensitive information.
•    Occasional travel to various work locations, to include outdoor settings (approximately 25% travel), required to occasionally respond to business requests after hours, weekends, and holidays. 

•    High School diploma or equivalent.
•    Demonstrated experience in a legal/administrative role performing responsible administrative and business activities, including management of complex logistical issues among diverse individuals and groups.
•    Ability to multi-task in an environment that is demanding, fast-paced and deadline-driven, typically under time constraints to produce evidence-based on court-driven demands.
•    Experienced in the use of standard office computer hardware and software; Ability to work well within all levels of the organization, especially internal and external senior management.  
•    Fluent in English – oral and written communication.  
•    Must have the ability to successfully use Microsoft Office software.  Background should include word processing, office administration experience, and preparation of spreadsheets, graphs and charts.
•    Reliability, with a focus on personal integrity.

•    Demonstrated familiarity with railroad operating department functions related to job duties and the Evidence Preservation Program.  
•    Experience with computer forensic hardware and software.

•    Experience with Global Positioning Systems and Vehicles.
•    Demonstrated experience with Amtrak’s business systems (SAP/SAM, Business Objects, Claims System, ASIS, ARROW, E-Trax, EIP, TCD (including LDVR interface and data preservation).
•    College degree.
