Reporting to the Treasurer, this position is responsible for the development, oversight and administrative management of Amtrak's grants from various federal, state and local entities. This position is responsible for developing all related policies, procedures and governance of grants, aligned with granter agreements and regulations. This position works closely with all major departments including Law, Government Affairs, Planning, Engineering, Mechanical, Transportation, Financial Planning & Analysis, and Marketing. Provides leadership as liaison with granters, initiating communications with and responding to internal and external executive and oversight agency needs.


  • Lead and coordinate the effort to prepare grant applications including writing or amending program descriptions and compiling required data. 
  • Develops policy and procedure for compliance with grant conditions including timing and format of reporting requirements. 
  • Monitors and ensures grant condition compliance 
  • Maintain master files of all relevant grant information. 
  • Establish employee performance standards, evaluates performance and provides feedback in order to meet objectives. 
  • Coordinates reporting of sources and uses of grant funding with Accounting & FP&A


Proven management experience (13 years) reflecting progressive responsibility including a minimum of five years in the area of grant and/or contract administration



  • Demonstrated experience in writing business cases and funding justifications. Experience demonstrating skill in effectively communicating financial concepts to financial and non-financial customers. 
  • Demonstrated skills in leading, managing, and motivating team members with differing levels of expertise. 
  • Demonstrated skills in developing, implementing, and managing company-wide programs/initiatives. 
  • Experience with process improvement. 
  • Adept with Microsoft desktop applications including: EXCEL, Word, PowerPoint


MBA, or equivalent advanced degree and/or Certification. 



  • Experience and knowledge of federal grant administration practices and regulations. Experience demonstrating skill in analyzing, interpreting, and reporting quantitative data for business use. 
  • Evidence of transportation industry experience


Strong oral and written skills with proven ability to effectively interface with individuals at various levels within and outside the organization sufficient to exchange information, work cooperatively, facilitate understanding, and persuade and influence others.
