SUMMARY OF DUTIES:
The Senior Program Manager is responsible for delivery of very large high-risk programs, with multimillion-dollar cost impacts and multi-year delivery schedule.  The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets.   Individuals in this role work independently with some indirect supervision PMO Director or AVP, and have direct reports or matrixed subordinate team members.  The role requires regular analytical and metrics-based reporting to other staff, Executive Committee and stakeholders.

 

ESSENTIAL FUNCTIONS:
• Coordinate multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
• Establish Program Governance and Controls structures to enable effective escalation and decision-making processes.
• Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions 
• Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
• Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
• Hire and mentor junior level Project Management staff and matrixed team members, and provide guidance on adherence to the Project Management practices.
• Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
• Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators  
• Identify and evaluate the risks associated with program execution and work across organization to establish and monito mitigation plans
• Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
• Identify efficiencies and present recommended improvement opportunities at various levels of management.
• Lead large and complex programs for deployment of Integrated Workplace Management solutions and Intelligent Building (IB) technologies [digital signage, audio/visual (A/V), building automation systems (BAS), building information models (BIM), and network infrastructure] in Amtrak stations and facilities. Responsible for delivery of accurate reports and filings made to the Amtrak Americans with Disabilities Act (ADA) Executive Oversight Committee (EOC) and Federal Railroad Administration (FRA). 

 

MINIMUM QUALIFICATIONS:
• Bachelor’s degree with a minimum of 9 years of relevant work experience or any equivalent combination of education and experience.
• 4 to 7 years of experience in project/program management of technology initiatives including network infrastructure component.
• Strong project and program management skills
• Strong focus on collaboration, team building, and customer service
• Highly motivated and self-directed
• Strong customer service orientation.
• Able to exercise independent judgment and take action on it.
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.
• Logical and efficient, with keen attention to detail.
• Ability to effectively prioritize and execute tasks while under pressure.
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
• PMP Certification in good standing
• Knowledge of real estate development and/or capital construction project/program management (scope, integrated master scheduled, and budget). Excellent communication, interpersonal, and multitasking skills.

 

PREFERRED QUALIFICATIONS:
• Master of Business Administration (MBA) 
• Graduate degree
• PgMP Certification
• Experience managing programs in the transportation industry environment 

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent verbal and written communication skills.
