SUMMARY OF DUTIES:
The Amtrak Services group, which resides in Amtrak’s Commercial Department, pursues opportunities for Amtrak to provide services at market-based prices to other passenger rail carriers and to commercial entities. It also develops business partnerships to grow Amtrak’s own ridership and revenues. The overall objective of the group is to identify, select, develop, compete for, and implement market-based services, programs, and initiatives that generate positive financial contribution and align with Amtrak’s strategic objectives.  After Amtrak Services secures opportunities, other functional departments within Amtrak deliver the services.
The Senior Strategy and Development Manager is a key member of the team that pursues and obtains opportunities for Amtrak to perform commuter operations services under contract with commuter rail operators, as well as other initiatives including partnering with other transportation providers, supporting the Amtrak Thruway connecting transportation business, evaluating public-private partnership opportunities, and other projects with a wide scope.  
This position builds and sustains customer relationships in its target markets; acquires and maintains knowledge of current conditions in those markets; identifies opportunities; and is part of a team that analyzes, negotiates and closes deals to capture those opportunities.  This position forms and maintains relationships with key internal stakeholders including CNOC, Operations, Schedule & Consist Planning, Marketing, Labor Relations, Law, and Finance.  Other duties may be assigned.


ESSENTIAL FUNCTIONS:
• Opportunity Evaluation – Identify and evaluate potential opportunities with respect to strategic, financial, operational, risk, and other considerations. 
• Project Management for Commuter Operations Proposals – Assist Project Manager in developing proposals to operate commuter rail services for other entities.Includes development of bid strategy, facilitating discussions with cross-functional internal stakeholders to determine Amtrak’s role and approach to the scope of work, drafting sections of proposals, and finalizing and submitting bid packages.  Manage negotiations with Amtrak subcontractors.
• Financial Analysis – Develop financial models, both independently and collaboratively with Amtrak Finance, to evaluate opportunities.
• Industry Analysis and Research – Use industry knowledge and research to identify and pursue potential opportunities for Amtrak to provide services to other parties.  Stay current on industry best practices and attend relevant conferences and meetings.
• Relationship Management – Manage relationships with current and potential partners, ensuring proactive and timely communication channels.
• Multimodal Connectivity – Develop initiatives and projects related to Amtrak customer travel across multiple modes of transportation.
• Project, Budget, and People Management – May lead teams in the management of projects and initiatives on behalf of the AVP Amtrak Services as assigned.
• Other Duties – Includes preparing ad hoc analyses, reports, and presentations for internal and external stakeholders.  May include responding to requests from senior Amtrak management, the Amtrak Board of Directors, Capitol Hill, Federal Railroad Administration, and other stakeholders.

• Bachelor degree or equivalent combination of education, training, and work experience.
• Ability to work independently or as part of a team.
• Organized, efficient and capable of working with various internal and external customers.  
• Excellent listening, oral, presentation, and written communication skills.
• Demonstrated ability to build and maintain relationships at all organizational levels.  
• Demonstrated ease and comfort in working with cross-functional teams and multi-tasking.
• Comfortable handling multiple diverse tasks simultaneously.
• Ability to evaluate and synthesize data from various external and internal sources into actionable information.
• Demonstrated understanding of techniques for financial and operational analyses.
• Demonstrated skills using PC-based applications (MS Office Suite) and web-based collaboration tools. 

 

PREFERRED QUALIFICATIONS: 
• Demonstrated experience in business development, strategic planning, financial modeling, and analytical tools.
• Understanding of rail operations, finance, labor relations, and regulations.  
• Experience with commuter-operations or other large-scale procurements.
• Understanding of Amtrak, commuter railroads, and the national transportation landscape. 
• Experience in project management.
• Experience working with financial data. 
• Familiar with multimodal or intramodal transportation.

 

 

COMMUNICATION AND INTERPERSONAL SKILLS:
• Must have excellent oral and written communication skills

• Exceptional customer service skills, including listening skills. 

• Ability to work across multiple departments to achieve goals. 

• Strong written communication skills including creating customer communications, memos, PowerPoint presentations, proposals, reports, and other material within tight deadlines.

• Effective meeting, interpersonal communication, organizational, time management, and conflict resolution skills.

 

EDUCATION:
• Bachelor Degree or equivalent combination of education, training, and work experience.

 

PREFERRED EDUCATION:

• Master's Degree in Business Administration or realted field.
