POSITION DESCRIPTION:

  • This position in the Mechanical Contracts department can provide primary and/or secondary support for the contract administration and oversight of maintenance functions of State Supported & Commuter Services throughout the country which include the Midwest State Supported Services in Illinois, Wisconsin, Michigan & Missouri, select State supported  NCDOT Services in North Carolina and PADOT services in Pennsylvania, select commuter services for the Connecticut Department of Transportation (CDOT), MARC Services in Maryland and MBTA in Massachusetts, Private car repair services throughout the country and the GE P42 Service Agreement, In addition this position will act as the liaison with the business lines as appropriate.  This position will also be responsible for assisting in the negotiating of maintenance agreements between Amtrak and outside agencies. The Principal Contract Administrator may also act as the Contracting Officer’s Technical Representative for multiple mechanical service agreements simultaneously.
  • Assist in the Administrative oversight of various State supported agreements and provide contractual oversight for state and commuter work in the regional maintenance facilities, back shops and other locations.
  • Provide Contractual and Administrative oversight of the Siemens State supported Charger Locomotive and CALIDOT railcar projects and Siemens – Amtrak Warranty Service agreements in the Midwest States. Assist as needed with the Seattle, WA, Oakland, CA and Los Angeles, CA State supported Charger Locomotive and CALIDOT railcar projects.
  • Leads all facets of the assigned projects including but not restricted to: definition of requirements; delivery of equipment from vendor; preparation of maintenance facilities to support new equipment; training of maintenance staff  and train crews; procurement of initial provisioning spares; planning for overhaul requirements; capital spares and facility requirements; creation of transition plans that allow migration from the initial project teams to the long term in service support infrastructure required to sustain the fleet(s) in service.
  • Leads the proposal effort and partners with other departments, e.g. Legal, Finance, Risk Management, Procurement, Material management, Government Affairs, State Supported Services etc., to develop comprehensive proposals in response to Requests for Proposals and ensures that the appropriate inputs and actions for the entire organization are addressed and/or undertaken when required.
  • Defines and prepares capital budgets, project specifications, project scopes of work, project timelines, and project reports as required and monitors project progress against budget.
  • Frequently interacts with the senior and executive leadership teams to present and discuss project information and requirements. 
  • Functions as the Principal Representative for the Mechanical Department in negotiating maintenance and insourcing contracts with outside Agencies in the assigned locations.
  • Initiates and develops strong working relationships with State and Commuter agency personnel to facilitate and develop Mechanical maintenance contracts with multiple agencies and multiple Amtrak locations. 
  • Prepares business models for supporting the decision-making process regarding potential in-sourcing or mechanical maintenance contracts.
  • Prepares the documentation, presentation and proposals for internal review for in-sourcing or maintenance contracts. Works closely with the regional maintenance facilities and mechanical back shops to ascertain the ability and capacity to meet scope of work and other requirements and determine hours/pricing and proposal strategy.
  • Ensures proper documentation of all maintenance performed on agency owned equipment.
  • Ensures that equipment is made available for retrofit/rework contractors to meet contract schedule requirements. Meets with State or Commuter Agencies project managers and contract managers to negotiate planned rework and coordinate schedules.
  • Ensures that maintenance and capital projects meet contract requirements.
  • Supports annual budget process and monthly financial forecasting through production planning.
  • Generates reports and data supporting Agencies invoicing, initiates and monitors the invoicing process and presents applicable data to the Agencies as contractually required.

PREFERRED EDUCATION:

  • Bachelor’s degree or equivalent experience. B.S. in Business Administration, Management, Engineering, Accounting, Marketing or Other will be considered.

DESIRED WORK EXPERIENCE:

  • Demonstrated project/contract management experience with the ability to provide effective oversight of scheduling, monitoring, periodic maintenance, retrofit/rework, repair and warranty work.
  • Demonstrated experience working with commuter agencies, state contracts or transit administrations in the management of railroad maintenance or other full-service contracts.
  • Demonstrated contract negotiation, management and/or administration experience.
  • Demonstrated maintenance of equipment experience with a working knowledge of railcar/locomotive design and operating standard maintenance practices, operating and safety rules, federal rules & regulations and applicable labor agreements.
  • Demonstrated ability and experience managing, measuring and analyzing financial and budgetary data.
  • Basic understanding of PRIIA 209 legislation.
  • Demonstrated analytical and effective problem-solving skills focused on avoiding, anticipating and resolving equipment and administrative problems.
  • Ability to interact professionally and effectively with all levels of Amtrak Personnel, outside State and Commuter agencies and the FRA.
  • Strong, leadership, management and interpersonal skills
  • Demonstrated ability to meet deadlines, schedules and productivity goals.
  • Knowledge of operations, staffing, practices, infrastructure and/or equipment maintenance practices
  • Proficient in SAP, Microsoft Office applications including Microsoft Project and Work Management databases.
  • Ability to work independently and perform proactively and effectively in a dynamic, fast paced environment.
  • Prior work experience in a contract management role, such as purchasing or contracting or project management role.
  • Proficiency in utilizing and interpreting financial models such as P/L statements and analysis. - Experience in applying organizational standards when developing requests for proposals, negotiating terms and drafting contracts.
  • Ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions.
  • Ability to work flexible hours and alternating work shifts

PREFERRED WORK EXPERIENCE:

  • Experience in negotiating contracts between state and privately held or publicly held corporations for the management of railroad or other equipment maintenance or industrial services.
  • Knowledge of transportation and service agreements with States and Commuter Agencies.
  • Knowledge of Federal Acquisition Regulations.
  • Knowledge of PRIAA 209 agreements.
  • Project management and/or contract management certification.

  • Must have excellent verbal and written communication skills and financial analysis skills.
  • Must have strong interpersonal skills including negotiation skills.
