SUMMARY OF DUTIES:
The Sr. Director, Technical Training and Development has overall responsibility and oversight of developing, delivering, and monitoring Amtrak’s technical training programs for the Engineering, Mechanical, and Transportation Departments that meet or exceeds all Federal Railroad Administration requirements. 


The Sr. Director, Technical Training and Development will work collaboratively with senior leadership and business executives to identify, create, deliver, and measure blended training and development solutions that are aligned with the business strategy. This position will utilize data to assess departmental needs to drive training initiatives, define and develop a scalable, progressive strategy for learning and development, identify training solutions for employees to support organizational strategic goals across Amtrak, and direct an impactful professional learning team in the design, development and implementation of innovative programs for employees.  This position will be responsible for developing business metrics to assess the efficiency and effectiveness of technical training – with a focus on continuous improvement.


ESSENTIAL FUNCTIONS:

  • Restructure the organization to meet business needs. Collaborate with senior business partners, System Safety, and Human Resources on the technical training agenda for the firm and the development and implementation of technical training programs to ensure alignment with corporate safety, financial and performance goals.  Includes new hire, regulatory, refresher, qualification, skills and induction training, as required, for each discipline within the Engineering, Mechanical and Transportation Departments.   
  •  Serve as the technical training and development “champion” within the firm. Apply best-in-class approaches aligned with the evolving competencies of leaders to the design and development of learning programs.  Make recommendations to senior management in support of a strategic technical training and development plan. 
  • Oversee the technical training and development budget. Make recommendations to senior managers on the most effective use of the technical training budget.  Lead requests for budget and/or capital money to improve functional performance of technical training initiatives. 
  • Lead a diverse team comprised of directors, managers, instructional designers, and trainers to ensure compliance with all regulated training requirements, including but not limited to 49 CFR Parts 213, 214, 218, 219, 229, 232, 234, 236, 238, 239, 240, 242, 243, 270 and 272. Provide mentoring and technical instruction to existing staff to enhance employee development for succession planning and achievement of corporate goals while maintaining mandatory qualifications as necessary to comply with federal, state and Amtrak policy. 
  • Partner closely with HR’s Learning, Development, and Performance team to ensure company training and development standards are being met.
  • Leverage technologies and systems/platforms to improve efficiencies in technical training, development, assessment, performance, tracking, etc. Monitor industry trends in operations, infrastructure and equipment maintenance, and technical training to ensure methodologies are contemporary and supportive of corporate objectives. 
  • Collaborate with internal and external partners on the development of technical training modules for operation and troubleshooting of Amtrak owned infrastructure. Establish skill sets that identify the abilities of existing field personnel to develop training to address any shortcomings that may be identified.  
  • Update new hire evaluation process for technical positions to maximize the efficiency of the candidate selection process before students are released to their respective discipline. 
  • Devise and implement a business plan to identify subject matter experts in the development, review, evaluation, and revision of technical training programs for compliance with current statutory/regulatory requirements, documented practices, technology, operational needs, and other requirements. Forecast needs for instructional standards, methods, and technical approaches and ensures the effective utilization of technical training resources. 
  •  Establish the departmental direction for observations of programs and/or delivers pilots of new or updated programs and provides documented feedback to the development process. Ensure accurate and timely technical training records, including, but not limited to, records of attendance, new hire student progress and performance, and coordination with support departments and client department(s). 
  • Work with System Safety to ensure technical training programs and delivery align with relevant Safety Regulations and Amtrak Safety Standards. 
  • Develop, monitor, and report on internal metrics measuring effectiveness and efficiency of technical: training related activities; instructor competency and effectiveness; instructional design competency and effectiveness. 
  • Perform other related duties as assigned. 

 

WORK EXPERIENCE:

  • A proven learning and development leader with extensive years of experience to include experience working collaboratively in a team environment, including senior staff and labor leaders. 
  • Demonstrated experience in safety critical and high-risk industries 
  • Experience developing and teaching technical instruction and the preparation of technical training materials 
  • Experience in metrics-based training 
  • Experience building or substantially restructuring a training organization 
  • Extensive experience communicating orally and in writing within and outside of the organization 
  • Demonstrated skill directing managers sufficient to provide strategic direction to direct reports 
  • Experience demonstrating skill analyzing and interpreting quantitative data and qualitative information related to railroad operations and maintenance, safety and financial performance sufficient to draw conclusions and make business decisions 
  • Fosters employee engagement to effectively design programs related to railroad field operations based on data received from a variety of sources 
  • Demonstrated experience in the preparation of technical training materials as they apply to skills and regulatory training 
  • Skilled at identifying industry trends that impact functional areas 
  • Knowledge and experience with instructional design functions 
  • Ability to use persuasion and leverage to achieve Amtrak objectives in conjunction with host railroads over which this position has no direct authority, within time and budget constraints 


OTHER REQUIREMENTS:

  • Demonstrated leadership and management skills with a proven ability to motivate others; effective writing, presentation, meeting, and interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills 
  • Demonstrated skill developing and maintaining relationships with people at all levels both inside and outside of the organization 
  • Must be willing to work non-traditional hours (nights and weekends) as needed. 
  • Ability to travel from 25-30%.  Candidate is expected to travel to meet with both direct and indirect reports.  

 

PREFERRED EDUCATION:
Advanced Degree / Master’s Degree in Education, Business or related field or equivalent combination of education, training and/or experience.  


PREFERRED EXPERIENCE:

  • Knowledge of Amtrak’s business, operation, and financial system 
  • Experience in business analysis and budgeting 
  • Demonstrated proficiency with Microsoft Office Suite (i.e. Excel, Word, and PowerPoint) computer software and applications
