This hybrid position can be based out of Washington DC; Wilmington, DE; Philadelphia, PA; New York, NY; Boston, MA; or Chicago, IL. 

 

SUMMARY OF DUTIES:

The Director, Stations Planning leads the development of the future vision for Amtrak stations, establishing a “center of excellence” focused on how customers experience our stations through improved infrastructure, services, access, and amenities. This position will develop strategies and programs to improve consistency across Amtrak- and third-party owned station assets, in close coordination with multiple Amtrak departments including Marketing; Stations Operations; Community Engagement; Accessibility, Stations & Facilities; Real Estate & Commercial Development; Network Development and external partners to improve the current station environment, and the interface with the surrounding public realm. The position will also be responsible for updating and maintaining Amtrak’s Station Planning Guidelines.

 

ESSENTIAL FUNCTIONS:

  • Plays a central role in orchestrating implementation of stations-related strategic projects and initiatives, including:
    • Transit Oriented Development. With Amtrak Real Estate, identifies opportunities for TOD and joint development, working with internal and external stakeholders.
    • Multimodal.  Identifies and improves station access and micromobility opportunities, including Bike-share, E-bike and other means of accessing our stations. 
    • Wayfinding.  Supports Stations team with new technologies to improve passenger understanding of Amtrak stations.
  • Ensures station capital improvement plans incorporate integration with surrounding neighborhoods, including opportunities for pedestrian, bike and other access.  Owns and maintains Station Planning Guidelines which reflects a unified and enhanced stations planning process.
  • Identifies opportunities to apply Amtrak’s sustainability goals to stations and stations-related projects, along with the sustainability goals of the communities in which we have a presence.
  • Works closely with business partners, both internal and external, to analyze new station-related projects and initiatives. Creates new projects, helps prioritize existing programs of projects, and provides support for others to implement, when appropriate. (i.e., Facilities, Capital Delivery, etc.)
  • Helps ensure strategic alignment of station capital improvements and commercial development projects sponsored by Amtrak and/or commuter and transit rail agencies, master developer partners, and other third parties.
  • Leads long-term station planning efforts including development of guiding principles for station relocations and expansions to accommodate future growth.
  • Working with the Stations team under Accessibility, Stations and Facilities, manages third-party led station planning projects (to ~10% design), reviewing forecasting and actuals against budget. 

 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in planning, architecture, engineering, construction management, real estate, or a related field; or an equivalent combination of education, training and/or experience.
  • Understands detailed planning, architecture and engineering issues while simultaneously understanding how those issues relate to the situation as a whole and surrounding influences.
  • Strong advocacy and communication skills, including experience in making presentations to senior management, third parties and the Amtrak Board of Directors.
  • Strong focus on collaboration, team building, and customer service.
  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders.
  • Effectiveness working diplomatically across teams with varying objectives.
  • Strong oral and written communication skills across all levels.
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
  • Demonstrated familiarity with Microsoft Office (Word, Excel, PowerPoint, MS Project), MS SharePoint, MS Teams.
  • Must have work authorization in the United States.
  • Advanced leadership and management skills with proven ability to motivate others.
  • Effective writing, presentation, meeting and facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills.
  • Demonstrated experience communicating orally and in writing with the corporation and externally.
  • Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate administrative tools and controls.

 

PREFERRED QUALIFICATIONS:

  • Graduate degree in related field.
  • Professional registration, certification or accreditation as a Planner, Architect or Engineer.
  • 11 years relevant work experience preferred.
  • Demonstrated ability to build consensus among internal and external stakeholders with diverse interests, including stakeholders in both public and private sectors.
  • Demonstrated ability to understand detailed planning, architecture, and engineering issues while simultaneously understanding how those issues relate to the situation as a whole, as well as surrounding influences.
  • Transportation industry experience is a plus.

 

WORK ENVIORNMENT:

  • Ability to work in a fast-paced, time sensitive environment with frequently changing priorities, tasks and deadlines. Frequently manages multiple projects simultaneously.
  • Ability to communicate, comprehend, and respond to verbal statements and instructions, both orally and in writing.
  • Constantly, or frequently, uses a computer, monitor, keyboard, mouse and other related electronic equipment and software to perform a variety of tasks.
  • Ability to report into an Amtrak office at a minimum of two times a week (hybrid schedule). 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent written and oral communication skills.

 

The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
