SUMMARY OF DUTIES:

The AVP Hudson Tunnel Program (HTP) will lead a mega-project program that will deliver a critical program which will reduce travel time on the Northeast Corridor. This infrastructure program will include the rehabilitation of existing infrastructure and the construction of new assets to include new tunnels, tracks, bridges and stations. The AVP will also be responsible for maintaining relationships with Gateway Development Commission (GDC), host and regional railroads, agencies and stakeholders. 

 

The AVP should have a proven track record of delivery within the Engineering and Construction industry, preferably with strong experience in Rail & Transportation. The ideal candidate will be responsible for building a high performing team that will be responsible for all aspects of project delivery against approved scope, schedule and budget, while maintaining the highest standards for safety and quality at Amtrak.

 

As part of Infrastructure Project Delivery leadership team, this position will be accountable for assembling and managing a team responsible for all aspects of project delivery, which will include robust stakeholder management and communication.  The AVP will be responsible for creating and providing messaging to be used with the Board and external stakeholders including FRA, FTA, Gateway Development Commission, Port Authority of New York & New Jersey, and NJ TRANSIT.

 

 

ESSENTIAL FUNCTIONS:

  • Hire and build a project delivery and management team for all aspects of the program:
    • Guides direct reports in a mentorship capacity, providing guidance and on-the-job training as needed for personal and professional development.  Removes obstacles to ensure success of activities performed by direct reports and to facilitate operations, when necessary.  Models personal safe practices and compliance with organizational safety activities and programs.  Develops direct reports by working with them to set personal goals, monitoring performance, and providing performance feedback in relation to individual and organizational goals.  Suggests courses, seminars, conferences, etc. to direct reports based on need for development and availability of training.  Assists direct reports in developing their subordinates, interviews and makes hiring/promotion decisions for direct report positions.
  • Develop and maintain stakeholder relationships with Federal partners, host & regional railroads, municipal, community stakeholders and multiple developers
  • Oversee project planning and delivery execution strategies in concert with Project Services:
  • Executive in charge of project team results; responsible for ensuring that all deliverables and commitments are met; and that all functions are executed in compliance with relevant statutes, policies, regulations and procedures.
  • Establishment of robust budget & cost control, trend and change management, and forecasting approaches while maintaining the practicalities of successful complex delivery.

MINIMUM QUALIFICATIONS:

  • Minimum of 15 years of experience leading the development and/or delivery of complex programs, portfolios, and projects.
  • Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects.  Expert ability to properly structure and resource projects and programs to ensure safe, effective execution. 
  • Expert level experience in major construction project management, engineering and/or construction. Proven track record of completing projects on time and within budget. 
  • Deep understanding of construction industry/market, effective contract management and how to drive progress and project performance.
  • Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with track record of successful and diplomatic coordination across myriad stakeholders with competing objectives. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope outcomes are achieved. 
  • Experience working with various project delivery models DBB, DB, CMAR.
  • Executive level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive, board level reports, proposals, and other related information.
  • Executive Level Proficiency in Project Management core competencies: (scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications).
  • Experience in common office software for developing and exchanging electronic correspondence (e.g., Microsoft Outlook, Microsoft Word).  May need skill in other software packages for analyzing financial information and preparing presentations (e.g., Microsoft Excel, Microsoft PowerPoint, financial software).

 

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Engineering, Construction Management, Business Administration or related field.
  • Advanced degree in in Engineering, Architecture, Construction Management, Business Administration or related field.
  • Experience with capital delivery within railroad operating environment.
  • Experience in federal or state government.

  • Field and Operations Positions:   Frequently or occasionally visits field sites.  This requires standing and walking, occasionally walking on uneven surfaces, and working in adverse weather conditions.

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.

  • Frequently works inside in a climate-controlled environment.  Occasionally works outside (e.g., visiting field sites).
  • Frequently or occasionally travels over long distances (e.g., via airplane, train, automobile).

Must have excellent oral and written communication skills.

 

The salary/hourly range is $ 209,00- $272,200. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
