SUMMARY OF DUTIES:
This position will plan and direct project work supporting Amtrak’s delivery of the $16+ Billion Hudson Tunnel Program.  This position will direct project execution teams to ensure projects are delivering high quality assets safely and effectively, as well as ensuring the Program stays within the approved scope, schedule, and budget, and ensure that adequate and timely support is obtained from other functions.   In some cases Amtrak is primary entity delivering the project but in other cases, Amtrak may be supporting a package/project being delivered by a partner entity.The individual in this role will use advance knowledge of rail systems and project management processes and controls to accomplish project objectives by planning and evaluating project activities. This role will be responsible for managing a substantial number of direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.The Senior Project Director engage in project management, support of contracting processes, rail systems design management, construction and commissioning of infrastructure assets within their assigned portfolio.  This position will also conduct outreach, coordination and collaboration with Amtrak departments, the Federal Transit Administration, Federal Railroad Administration, Gateway Development Commission, Port Authority of New York & New Jersey, NJ TRANSIT, States and localities, commuter and freight operators, and suppliers, other third parties, investors and stakeholders to develop strategies, plans, funding and finance approaches, and partnerships to advance Amtrak’s mission.

 

ESSENTIAL FUNCTIONS:
• Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
• Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
• Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
• Work with senior leaders to contribute relevant data to support annual planning activities.
• Provide financial project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans. 
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
• Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
• Advises executive management and other key stakeholders on all aspects of the capital improvement initiatives including developing and recommending strategies and plans to improve railroad operations and maintenance activities through utilization of capital resources, and recommends solutions to unique situations and problems that arise
• Train and monitor employees to ensure delivery of quality program executions. Identify and recommend processes to be improved to drive continuous improve in deliverable quality
• Assess and monitor workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes
• Represents Amtrak at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations
• Provides timely and effective communication of capital program status to all internal and external stakeholders
• Effectively contributes to a safe and secure work environment for employees and travel experience for customers. 
• Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in engineering, construction management, or a closely related field
• 15+ years of experience in passenger railroads exhibiting progressive growth and increased responsibility in providing major project delivery services to the public
• Senior level rail systems project (>$100 M) management experience with strong focus on collaboration, team building and driving on-time and on-budget completion. 
• Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs 
• Experience managing diverse, large, and geographically dispersed groups of individuals
• Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
• Extensive understanding of business operations and the impact departmental actions have on the corporation and operations
• Mastery level program management practitioner with strong focus on collaboration, team building, and customer service
• Knowledge of competitive procurement processes and regulations
• Highly motivated and self-directed
• Mastery with independent judgment and make solid business decisions within scope of the program

PREFERRED QUALIFICATIONS:
• Master's degree in engineering, business, or project management, and extensive experience working with construction of capital projects in an operating environment
• Professional Engineer’s (PE) License
• CMAA Certified Construction Manager (CCM) and/or PMI Project Management Professional (PMP) credential
• Public/private partnership or joint venture experience
• Infrastructure construction program management
• Experience managing programs in the transportation industry environment

PAY TRANSPARENCY:

The salary/hourly range is $187,500 - $242,892.  Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
