SUMMARY OF DUTIES:
Plan, budget, and direct capital project work across all dimensions, accountable for project outcomes for the Philadelphia William H Gray III 30th Street Station Public Private Partnership on behalf of Amtrak. Individual in this role to use advanced knowledge of project management processes and controls to accomplish and support project objectives by planning and evaluating project activities. This role will be responsible for managing a number of direct reports or matrixed subordinate team members, including dedicated Amtrak and contract staff. The role requires significant commercial and contract administration, regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.This position is responsible for ensuring the overall transportation service objectives of the Gray 30th Street Station capital program through an active P3 project in support of the long-term District Plan. The individual in this position will be responsible for advancing the implementation of the current and future-phased programmatic improvements throughout the design and delivery of Amtrak’s District Plan projects.

 

ESSENTIAL FUNCTIONS:
• Develops, implements, and reviews project plans, schedules, and budgets consistent with operational and stakeholder needs. 
• Manages and monitors project cost and schedules, and reports progress. Identifies and resolves key issues and concerns that may arise with multi-year planning, design, and implementation efforts.
• Collaborate with external partners and hold team accountable for requirements, as outlined in project agreements. 
• Collaborate with internal partners to ensure system outages and protection coverage is in place and in-line with agreements. 
• Maintain, adjust, and update project plans and as needed. 
• Consolidate, communicate, and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders. 
• Ensure project progress by measuring variances in the scope, schedule, budget, and quality, from the respective baselines, and take necessary actions to address deviations. 
• Identify, document, and lead the evaluation of changes based on cost, schedule, risk, and scope impacts. 
• Work with senior leaders to contribute relevant data to support annual planning activities.
• Provide financial project performance and forecasting reports to senior executives.
• Identify and evaluate risks associated with project activities and work across. various organizations to establish and monitor mitigation plans. 
• Establish collaborative partnerships with stakeholders to enable scoping, financial and resource decisions. 
• Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations. 
• Maintain a teamwork environment within all peers. 
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of project management. 
• Other duties as assigned.

 

MINIMUM QUALIFICATIONS:
• Senior level transportation/heavy civil/rail project (>$100 M) management experience with strong focus on collaboration, team building, and driving on-time and on-budget project completion. 
• Bachelor’s degree with a minimum of 13 years of relevant work experience or any equivalent combination of education and experience.
• Mastery level program management practitioner with strong focus on collaboration, team building and customer service. 
• Highly motivated and self-directed. 
• Logical and efficient, with keen attention to detail.
• Ability to effectively prioritize and execute tasks while under pressure.
• Must have work authorization in the United States.

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Excellent written and verbal communication skills. 
• Ability to work effectively with internal and external stakeholders.
• Desire to team build and mentor junior level project management staff and matrixed team members. 
• Must have excellent oral and written communication skills. 
• Knowledge of competitive procurement processes and regulations. 
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills
• Microsoft Office Suite of packages.

 

PREFERRED QUALIFICATIONS:
• Graduate degree.
• Experience managing projects through alternative delivery methods including Design-Build, Public-Private-Partnership (P3) or Master Developments.
• Railroad systems; including track, structures, communications, signals, electric traction, and track usage procedures.
• Historic restoration.
• Social, political, and environmental issues influencing capital programs.
• The Amtrak organization, Federal Railroad Administration, and the Northeast Corridor.
• PMP or related certification.

 

WORK ENVIRONMENT:
• Combination of office building and jobsite environment.
• Work in office/cubicle setting; stand, sit, bend, twist, use file drawers.
• Sit at a computer to complete assignments, projects, and majority of tasks.
• Ability to work under pressure.
• Travel requirements: expectation is that this position will be on-site of active construction project (when in construction) 2-4 days per week. 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary/hourly range is $163,000 - $211,140.  Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
