The Senior Director Financial Planning and analysis has overall responsibility for overseeing the development, implementation and tracking of the Engineering Department operating and capital budgets. Position manages the planning, budgeting and reporting groups responsible for developing and tracking the 5 year capital plan and detail operating and capital budgets. 



  • Oversee the development and management of the department’s complex annual $400+m operating and $750+m capital budget.
  • Lead efforts in developing and maintaining the State of Good Repair Plan and the 5 year strategic business plan for the Engineering Department in conjunction with engineering department leaders.
  • Responsible for the development and implementation of the Engineering Departments financial and reporting standards, policies and procedures.
  • Responsible for building financial processes that will assist with labor and expense forecasting.
  • Experience with capital planning and dealing with large multi-year projects.
  • Acts as the key liaison with the Engineering sub-department heads throughout the system, as well as intra-departmental and external clients in regard to planning and budgeting activities.



  • B. S. degree in business administration, or a related field or the equivalent combination of education, training, and/or experience. 
  • Minimum of 15 years of progressively increasing experience and responsibilities.
  • Proven ability to solve complex problems and build processes to support them.
  • Proven ability to direct the creation and development of capital, operating and reimbursable budgets, and oversee budget management and results. 
  • Travel 30%



  • Masters degree in business administration, organizational management or a related field or the equivalent combination of education, training, and/or experience. 
  • Experience in railroad, transportation or construction industries


Must have excellent oral and written communication skills
