SUMMARY OF DUTIES:
The Sr/Mgr Environmental Programs-NEPA will be responsible for leading a team of Amtrak’s NEPA professionals as needed to comply with Amtrak grant requirements and federal laws relating to NEPA reviews of Amtrak projects  This includes compliance with the National Environmental Policy Act, as required for Amtrak’s grant compliance.  Responsibilities for this position include: leading, tracking and overseeing the approvals for Amtrak projects;  interact with Federal Railroad Administration (FRA), other federal or state agencies and other external stakeholders; provides NEPA technical support and guidance to direct reports and Amtrak’s project management staff; leads consultants performing NEPA related work on Amtrak projects; and works with the Amtrak Historic Preservation staff to develop and implement joint internal procedures and training for NEPA and historic preservation regulatory compliance.  

 

This position will personally manage some specific NEPA projects while assigning others to staff and providing technical oversight.  Managing specific projects will include working with project managers on NEPA schedules and costs, managing contractors and consultants, as well as interacting with FRA or other agency personnel.  Other tasks will include project assignments, tracking and overseeing the approvals for Amtrak’s capital program projects.

 

ESSENTIAL FUNCTIONS:
• Evaluates projects and delegates projects to staff of NEPA professionals.
• Leads/directs/oversees contractors in evaluating projects in Amtrak’s capital program as required under NEPA, from screening through construction
• Directly manage internal and external consultants on NEPA and related services, training said consultants on the unique requirements of Amtrak’s federal regulatory obligations, procedures, application of streamlining tools, expectations for consultant products, and conveys information specific to Amtrak’s historic infrastructure.
• Coordinates directly with design consultants to provide procedural direction and technical review of NEPA analyses and communications, as well as advising architects, engineers and others on design strategies.
• Collaborates and maintains relationships as primary point of contact between Amtrak and the FRA with respect to NEPA compliance
• Serves as Amtrak’s primary point of contact for historic preservation matters for State Historic Preservation Officers
• Works with Amtrak NEPA staff to maintain and expand the capabilities of a comprehensive database of the Section 106 and NEPA status of all Amtrak projects, and develops database tools to facilitate related reporting to internal stakeholders and FRA   
• Supports integration of NEPA tracking and approval data with Amtrak information systems under development and facilitates interoperability between the existing Section 106/NEPA tracking database and new EPPM system.
• Identifies and implements process improvements for NEPA compliance, including implementation of regulatory streamlining; preparation of templates, forms, and guidance documents; and site-specific determinations to expedite approvals.
• Develops and provides presentations to internal groups regarding NEPA compliance.
• Stays current on changes to NEPA and related regulations as they relate to Amtrak projects and provides direction, clarity, and training to team members.


MINIMUM QUALIFICATIONS:
• Bachelor’s Degree with Environmental or science emphasis
• Minimum 10 years of relevant NEPA and Environmental experience
• Minimum 10 years of project management in NEPA projects with ability to apply key concepts including strategic planning, scope / schedule / budget development and maintenance, stakeholder engagement and change management.

 

MIMINUM KSA (Knowledge, Skills, and Abilities):
• Extensive experience on NEPA projects
• Exemplary verbal and written communication skills; interaction with state and federal agencies and development of legally binding memorandums and agreements require a mastery of clear and concise communication
• Mastery of database or spreadsheet utilization; strong experience with standard PC-based productivity software
• Demonstrated experience providing direction and technical support to consultants and other Amtrak departments
• Demonstrated experience working on multiple parallel projects that interface with multiple internal and external departments and stakeholders; exemplary time management skills
• Demonstrated experience negotiating / interacting with regulators
• Demonstrated organizational and project management skills

 
PREFERRED QUALIFICATIONS:
• Masters degree in Environmental or related science 
• 15+ years of experience in relevant field, preferably focused in/around the Northeast Corridor region
• 5+ years of experience with rail infrastructure
• Project management experience

 

WORK ENVIRONMENT: 
•Amtrak is functionally a weak-matrix organization requiring broad outreach to various disciplines and departments for buy in and coordination.
•Work is office-based with periodic travel and opportunities for isolated remote work


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary/hourly range is $135,800 - $ 176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
