SUMMARY OF DUTIES:
The Sr Analyst works with the business partner (IT) to align technology solutions and/or processes with Information Technology and business strategies. Demonstrates an informed knowledge within the fucntion to resolve problems and assist with improvement of processes, on an ongoing basis. Supports several moderately complex business processes. Serves as a project team member. 

 

The Senior Analyst will support Project Management Center of Excellence (CoE). He or she is responsible for working with all levels of stakeholders to:

  • Support department wide monthly status and executive reporting through data calls and information gathering
  • Perform trending analysis on project performance metrics to support on-time, on-budget, on-scope service or project delivery
  • Provide project governance and audit reporting and training support
  •  Ability to work with large amount of data sets to quickly extract insights is critical to successful performance of this position.

 

ESSENTIAL FUNCTIONS:

  • Responsible for assisting in the governance of critical IT disciplines, ie. Project Management, Service Management (Incident/Change/Problem), IT Safety, IT Facilities Management, IT Resource Management, etc. Collect, analyze and document service management related activities. The responsibilities include, but are not limited to: (See amendment)
  • Participates in planning sessions related to projects or new technologies, to implement process improvement within the designated IT area. Documents discussions and agreements. 
  • Establishes liaison relationship with business partners and IT departments in order to provide process solutions to meet user needs.
  • Assesses process improvements needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes) to assist in identifying priorities and advises on options.
  • Assists in the development of user manuals and knowledge databases and assist in user training.
  • Investigates, resolves and escalates problems. Monitors and analyzes metrics to ensure customer satifaction and vendor performance.
  • Promotes and understanding of IT Service Management roles, processes and activities to business units and IT departments. Supports and participates in formal reporting related to IT Operations.
  • Collect, consolidate, and cleanse project performance data from various sources
  • Perform quantitative analysis to understand project / service performance
  • Develop and maintain various systems of records, lists, reports, and presentations
  • Develop project management templates, tools, job aids and other knowledgebase documentations
  • Support project delivery teams on project stage gating, governance, and other processes to ensure compliance with audit requirements
  • Identify continuous process improvement and automation opportunities to increase accuracy and efficiency
  • Document current and future state business processes
  • Maintain PMO SharePoint sites, templates and tools. Stay abreast with the latest SharePoint features to drive process automation
  • Support project capital planning and business case development and prioritization
  • May need to run reports from SAP / BPC financial system to facilitate monthly reporting and project spend tracking
  • Translate business objectives into various reporting views and presentations to facilitate project tracking and monitoring
  • Support the creation and maintenance of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.


MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Information Technology, specialized training or equivalent work experience.
  • 5 to 7 year experience in the IT Service Management or applicable field
  • Working knowledge within IT operations and/or Service Management functions. 
  • Must possess excellent customer service, strong communication and interpersonal skills, work well with others in an integrated team environment, and must be self-motivated.
  • Experience with development and reporting towards KPI's and knowledge of industry best practice/industry benchmarks.
  • Strong analytical skills
  • 2-4 years of experience as a Business Analyst, Market Research Analyst, or in a PMO support role. Experience with business analysis, business process mapping, project management, and financial reporting preferred
  • Must be an expert user in Excel and comfortable working with large data sets. Experience with Macro a plus
  • Proficiency with Word, PowerPoint, SharePoint, Visio, MS Project
  • Experience with SharePoint administration and design a plus
  • Excellent writing skills. Experience with Standard Operating Procedure or knowledge base documentation development a plus
  • Must have excellent independent research skills and ability to draw actionable insights from raw data
  • Basic understanding of Project Management Body of Knowledge (PMBOK), including project scope, schedule, and budget management
  • Basic understanding of Software Development Lifecycle (SDLC) and Agile methodologies
  • Experience with business case development a plus
  • CAMP or PMP certification a plus
  • Strong attention to detail
  • Self-starter, ability to execute on high level direction with minimal supervision
  • Excellent follow through skills and be responsive to stakeholder requests
  • Ability to manage competing priorities and multiple workstreams in a fast paced environment
  • Must have work authorization in the United States


PREFERRED QUALIFICATIONS:

  • ITIL Certification.
  • Experience with development and reporting towards KPI's and knowledge of industry best practise/industy benchmarks.
  • Knowledge of Six Sigma/Lean


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent written and oral communication skills.
