SUMMARY OF DUTIES:


The purpose of this position is to lead the execution of $10b+ program of programs to renew Amtrak’s fleet, including delivering new and/or major rehabilitations of the Maintenance of Equipment (MoE) facilities to support the Service Delivery & Operations vision of future operations and maintenance, particularly Mechanical’s Continuous Maintenance program.  These programs include large-scale and long-lived, complex, and cross-departmental infrastructure, some of the largest programs in the company.This position will develop and direct program execution teams to ensure projects are delivering high quality assets safely and effectively, within the approved scope, schedule, and budget, and ensuring adequate and timely support is obtained from other functions as needed to support delivery.   The VP is responsible for project management, support of contracting processes, design management, construction, manufacturing and commissioning of assets. This position will also conduct outreach,coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary. 


ESSENTIAL FUNCTIONS:

• Execute $10b+ portfolio of major fleet replacement programs (New Acela, Intercity Trainset, Long Distance Fleet Replacement) and associated MOE facilities programs
  (facility design and construction, as well as resulting reconfiguration of yard tracks, signals and systems.  
• Responsible for development and assignment of people and resources to project teams to ensure projects execute as planned – safely, delivering high quality assets, on time and on budget.  
• Responsible for development of department policies and procedures related to construction safety, project management, construction management, vendor and contractor management, including training and development of staff to implement new procedures.
• Responsible for all aspects of developing programs, from concept through commissioning.
• Requires extensive collaboration with the VP Mechanical and VP Planning to ensure coordination with the overall Fleet strategy, including timing of retirement(s) of the current fleet and potential for network expansion.
• Coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary to support effective project delivery.

 

MINIMUM QUALIFICATIONS:


• Bachelor’s degree in Engineering, Business, Construction Management, or related field.  
• Minimum of 15 years of experience leading the development and/or delivery of complex equipment fleets or infrastructure.
• Expert level experience in major equipment acquisition programs, facility construction, project management, engineering, manufacturing and/or maintenance of transportation
• Deep understanding effective vendor and contract management and how to drive progress and project performance with major suppliers.
• Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects.  Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.  
• Master of collaboration, team building, and strategic alignment across all levels of both nternal and external organizations and with track record of successful and diplomatic coordination across myriad stakeholders with competing objectives. Ability to partner  with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope outcomes are achieved.  
• Executive level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive, board and congressional level reports, proposals, and other related information.
• Executive Level Proficiency in Project Management core competencies: (scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications).  


PREFERRED QUALIFICATIONS:

 

• Master’s in Business, Law or Construction Management
• PMP Certification
• Experience with capital delivery within railroad operating environment preferred.
• Experience as a Manufacturer/Supplier with responsibility for quality and safety.

Must have excellent oral and written communication skills.

 

The salary/hourly range is $249,800 – $323,700, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
